Suggestion 3: The formation of FBOs shall necessarily be after undertaking diagnostic study and feasibility assessment; preferably a preliminary VCA based summary Business Plan is prepared even before an FBO is registered so that the scope for and potential business model are clear. A detailed VCA and development of a Business Plan shall be undertaken immediately after formation as a guiding document but not as an requirement to secure funding or to meet agreed conditions. Rational: Formation of an FBO promises a lot to the subscribing member-producers and hence should strive to meet those commitments. The feasible businesses of the FBO and deriving the Business Model form critical foundation to the FBOs’ viability and sustainability. The businesses of the FBO shall be aligned to the local economy and to meet the member-producers’ needs and aspirations while also being viable and sustainable for the FBO.
