????? $15M AZ INTERSTATE PROJECT ????? A recent $15 million federal grant, awarded to Bernalillo County, which encompasses Albuquerque, along with other partners to complete infrastructure improvements along I-40, could drive more private, transportation-related investment throughout New Mexico and Arizona. The?U.S. Department of Transportation?awarded the county a $15 million grant through its Rebuilding American Infrastructure with Sustainability and Equity, or RAISE, program in early July. Funding for the federal program comes through the 2021 Bipartisan Infrastructure Law. Those grant dollars will support the I-40 Tradeport Corridor, or I40TPC, a public-private development project to build out more sustainable transportation infrastructure along an 805-mile stretch of Interstate 40 from the Port of Los Angeles to Albuquerque. Partners in I40TPC include Bernalillo County, the project's public sector coordinator and fiscal agent, Sandoval County and the Village of Los Lunas in New Mexico, the cities of Winslow and Kingman in Arizona, the states of New Mexico and Arizona and several education institutions in the two states including the?University of New Mexico?and Mohave Community College. As Arizona Goes through its unbelievable growth we give credit to the Arizona dept of Transportation for putting out its 25-year growth plan showing the need to partner with the private sector on Institutional Infrastructure opportunities via P3s and or privatization of mega projects to help make up the 162.3 billion dollar shortfall. This is what we at the CABC call "Project FDI" Canadian Infrastructure Investment into Arizona. Next, the State of Arizona needs to do a 25-year Water plan like the above transportation plan showing the financial shortfall so we in the private sector can help.

United Counties of Stormont, Dundas and Glengarry are backing the?Eastern Ontario Wardens' Caucus in advocating for a more predictable infrastructure funding model for rural?and small urban?municipalities. ? At their July 15 meeting, SDG?Council unanimously supported EOWC’s resolution to move away from project-based applications and towards consistent, predictable annual funding. The capital infrastructure deficit is deepening?across?the EOWC region and requires?predictable?funding to support both maintenance and growth-related infrastructure projects. ? As well, cities in British Columbia and Ontario announced new milestones for significant projects, and a power generation partnership in Quebec marked an exciting development in infrastructure investment opportunities for Indigenous communities. The City of Greeley will receive $20.5 million in federal grants from the U.S. Department of Transportation for the MERGE (Mobility Expansion for Regional Growth and Equity) Project. MERGE is a public transit-oriented project that includes construction of a regional new mobility hub and improved interchanges at 35th Avenue and 47th Avenue along U.S. Highway 34. Thank you to the U.S. Department of Transportation and to our elected officials like Senator Michael Bennet and Senator John Hickenlooper, Representative Yadira Caraveo for your support and for this significant award of RAISE (Rebuilding American Infrastructure with Sustainability and Equity) grant funding to improve traffic safety and mobility in our fast growing community and North Range region! The MERGE project represents a significant milestone in Greeley’s infrastructure development, promising a safer, more connected future for all residents. Greeley’s ability to complete critical infrastructure projects such as this relies on additional funding from grant sources (like RAISE) and funds that the city proposes to obtain from low-interest, long-term, federal financing. A proposal is slated to go in front of voters this fall that would allow Greeley to take advantage of this federal financing, without increasing or creating new taxes. It will strengthen provinces and territories, cities and rural areas, by supporting a broad range of economic, social and environmental policy objectives.” Great article by my pal Ian Lupton! A good reminder that even in the midst of a housing crisis there are many benefits to assessing and planning ahead for future infrastructure needs!

In our recent analysis, Tomi Rajninger and I found that competitive federal infrastructure grants in FY22 were more likely go to cities and counties with higher bureaucratic capacity. This could signal a potentially concerning inequity, where places with fewer resources are unable to access important funds for their communities -- possibly because they don't know the funding opportunities exist, or because the application processes are too difficult or time-consuming.
