Our February Economic Brief is out and with a deeper dive into housing affordability in the Greater Regina Area (GRA). Housing shortages continue to impact cities across Canada. In 2022, data showed there were 3.2 people for every house that was built, showing the strain. Following the 2008 financial crisis, persistently low-interest rates have kept the housing market tight with not enough new homes being built to keep up with the demand-supply gap – until now. With an expected 14,000 housing starts in 2024, coupled with initiatives like the City’s Housing Incentives Program and provincial grants, not to mention the City of Regina's recently announced $35M from the federal Housing Accelerator Fund, all are working to increase the housing stock and reinstate affordability as Regina continues to still be home to one of the most affordable housing markets in Canada. Delighted to be on a panel for the Australian Local Government Association tomorrow, on housing. My views: state and national government efforts to raise housing supply require great relations with local government who can not only help secure that supply but also help ensure the community accepts growth and the private sector to deliver homes in great places. In return, we need to see state governments enable local councils to get more income from growth and also to get rid of rate capping. It is just stupid as well as anti democratic to berate local councils without giving them the resources to handle growth. My father was a rather fine councillor for 20 years and rang rings around those 'above' him trying to pull the wool over his community's eyes or force them to accept bad development. Cities collaborate to flourish: all tiers need to pull together to get great outcomes and make great places. Just fixating on housing numbers at the expense of place-making is wrong-headed and will result in community opposition and failure. Local government is crucial to success in terms both of supply and quality outcomes locally.
