Dulles was recruited into the OSS (Office of Strategic Services) by William J. Donovan in October 1941, after the outbreak of the World War II in Europe, and on November 12, 1942, he moved to Bern, Switzerland, where he lived at Herrengasse 23 for the duration of World War II as “Swiss Director” of the OSS (CIA Director under Eisenhower from 1953 to 1961 fired by JFK after Bay of Pigs Invasion failure). On 2 May 1945, the German surrender ended the war on Italian territory; it was preceded in Switzerland by secret negotiations between Allen W. Dulles and General Karl Wolff, commander of the SS in Italy, made possible by the Swiss Major Max Waibel. Navy and Air Force formalized creation of "Project Overcast” aka Operation Paperclip by th US Joint Chiefs of Staff in July 1945. This project's mandate was to bring 350 "chosen rare minds" from Germany to help the war effort against Japan. Conducted by the Joint Intelligence Objectives Agency (JIOA), it was largely actioned by special agents of the U.S. Army's Counterintelligence Corps (CIC). Many selected scientists were involved in the Nazi rocket program, aviation, or chemical/biological warfare. Secret United States intelligence program in which, finally, more than 1600 German scientists, engineers, and technicians were taken from former Nazi Germany to the U.S. for government employment after the end of World War II in Europe, between 1945 and 1959… former members and leaders of the Nazi Party.
