In Richard Wolf's latest article for Australian Strategic Policy Institute he discusses if Defence Australia is doing enough to ensure dominance of the electromagnetic spectrum (EMS). He argues that overall, not enough is happening for EMS and certainly not soon enough. He says that advancing Australia’s ability to dominate the spectrum will provide Defence with escalatory non-lethal options, which will enhance its ability to achieve its strategy of defence by denial. Don't know how I missed this paper by Melanie W. Sisson and Dan Patt. Upgrading the intelligence apparatus across the First Island Chain is an asymmetric means of defense without provocation. Commercial remote sensing platforms present countries like Taiwan and the Phillipines with a cost-effective means of monitoring the PLA's grey zone warfare. No one argues that facility upgrades and stockpiling munitions is important, however building the intelligence apparatus to effectively use them is critical. Space-based intelligence comes at a fraction of the cost of a Patriot Missile battery and is a power means of creating transparency and coalition-building.
