The U.S. Navy Wants to Double Submarine Production | The National Interest https://lnkd.in/eTrwxJsC As an ex-submariner, this makes huge sense to me. Most have no idea how capable American submarines are, and have been since late WW II. Yes, the Soviets had more, but ours were very clearly better by a long way. I know this because I was there. In the 1970s I served on SSNs chasing Soviets submarines. We would get very close to theirs and they could not detect us. And we could detect them from miles away. That is most probably still true, but China and others have been stealing our technology, so who knows where we are today? I suspect we still hold a significant advantage. BTW, it is our Ohio class ballistic missile submarines (SSBN) that makes Putin's saber-rattling a joke. If even just one of our 6 or more SSBN's on patrol at all times survive a Russian nuclear attack Russia ceases to exist as a functioning nation that day. Same can be said of Russian SSBN capabilities and the destruction of the WEST, but many of us suspect the West has some significant anti-SSBN capabilities that no one is talking about. If I were a Rusian Naval officer I would be very comncerned. Still Mutually Assured Destruction (MAD) is alive an well.

I'm excited to announce that the first round of the Society's Spring 2024 Marcellus Policy Fellowship policy papers are officially live on our website (jqas.org)! It has been a pleasure to help guide this incredibly talented group of future national security leaders through their intellectual journey in the world of realism and restraint over the past few months. The quality and credentials of this year's Fellows shines through in their excellent papers, which I hope you will check out. Cindy Zheng examines China's reading of the Russo-Ukrainian War and its view of the future of Sino-Russian relations, as well as what this all implies for U.S. foreign policy. https://lnkd.in/gSPxNbcm Rob Schantz argues that a Middle East Integrated Air and Missile Defense (IAMD) regime can better combat the threat posed by Iran to U.S. interests than a larger force presence. https://lnkd.in/grZtvRN7 Jay Lee examines U.S.-North Korea diplomacy, arguing for a de-emphasis on complete verifiable denuclearization in favor of humanitarian issues of mutual concern, arms control, and confidence-building measures. https://lnkd.in/gvwYakB8 Finally, Dylan Bengard critiques the longstanding "oil for security" rationale at the basis of U.S.-Saudi military cooperation, instead calling for a path forward grounded in restraint. https://lnkd.in/gCyKB3mm More papers are forthcoming. In the meantime, take the time to dive into these impressive works from the future of U.S. foreign policy.

MULRONEY PAPERS IN PUBLIC POLICY AND GOVERNANCE Beyond "Use It or Lose It": Arctic Sovereignty, Security, and Canada's Northern Strategy Under Prime Minister Stephen Harper Co-Authors: - Dr. Whitney Lackenbauer, Canada Research Chair (Tier 1) in the study of the Canadian North and Professor in the School for the study of Canada at Trent University. - Dr. Adam Lajeunesse, Research Chair in Arctic and Maritime Security at the Mulroney Institute and the Director of the Canadian Maritime Security Network. Most academic discussion about Canada’s approach to Arctic defence and security during the Harper era tends to fixate on the “use it or lose it” discourse circa 2006–8. This paper examines the evolution of official understandings of Arctic defence and security, and, in turn, how the Department of National Defence and the Canadian Armed Forces framed government messaging in strategic policy directives. It also examines the Harper government’s understandings of Arctic sovereignty in the context of Canada’s Arctic maritime position and extended continental shelf boundaries. So, we founded a lab! No, not the kind with bubbling beakers (though that'd be cool too) :) But Territorial Studies and Development!? We study the unique aspects of Soviet modernization strategies at the local level, examining adaptive strategies and understanding the livelihood and ontological adaptive strategies employed by the society.

This morning, War on the Rocks published my article "Something Borrowed, Something Blue," looking at the integration of American maritime power and statecraft. The oceanic world has been coming into sharper focus in recent months, but mostly we've been talking about "why" American maritime strategy, policy, and power matter. But "how" do we get to a more effective strategy and policy? I have some thoughts, based on the historical ideas of a century ago described by Alfred Thayer Mahan in one of his less well known pieces of writing and thinking: https://lnkd.in/eWQstieC
