This article by EOF talks about the challenges of harnessing the potential of Outcomes-Based Financing (OBF) to improve Early Childhood Care and Education (ECCE) programmes. It explores how OBF can lead to more effective investments in children's early development, drawing from EOF’s work with governments in Rwanda, Sierra Leone, and South Africa. The article outlines the following factors to overcome challenges and advance the field of ECCE through OBF: 1. Context-specific approaches: OBF for ECCE needs to be highly tailored to local contexts, more so than in other education sectors like basic education or skills training. The diversity in service provision models requires context-specific strategies. 2. Data and measurement challenges: Significant data limitations exist in measuring ECCE outcomes. The session raised concerns about how to effectively fund long-term outcomes in ECCE programmes amidst data scarcity in many countries. 3. Navigating political and administrative barriers: OBF initiatives must adapt to political and administrative challenges, with some programmes becoming success stories by aligning with existing systems. These programmes showed alternative ways to strengthen systems while still focusing on the principles of OBF, rather than the specific mechanisms used. https://lnkd.in/ec5NpuUa

Alignment is a crucial factor to make the most of external aid to education. When funding is not aligned to national systems and contexts, it causes inefficiencies and fragmentation, which means that less external funding actually makes it to children, teachers and schools. It also undermines accountability and ownership, which are necessary to create sustainable and lasting change. GPE promotes alignment of aid with partner countries' systems as part of its commitment to transform education systems. Global aid for pre-primary education has increased by 40% between 2021 and 2022, reaching $282 million, the highest recorded. This rise is primarily driven by the World Bank. Funding is still far below the international target of 10% of education budgets. Disproportionate allocation of funds, lack of strategic investment, and focus on middle-income countries leave millions of vulnerable children without access to quality early education. To bridge the gap, it is crucial for donors and governments to prioritize funding for pre-primary education to ensure that all children have access to quality early childhood development. ?? Thank you to all who participated in the recent National Education Survey. As the major UK political parties release their election manifestos, the READ Foundation and the Foundation for Education Development (FED) are advocating for a comprehensive, long-term education strategy for England. The survey results, along with the FED’s extensive national consultation and key insights, will be presented in the upcoming 4th National Education Report. This report will be launched at an all-party reception event at the House of Lords on July 6, 2024. Key findings indicate strong consensus in the UK on the following points: 1. There is a need for a unified, long-term plan to guide the education system in England for the benefit of all learners, the economy, and society. 2. A long-term educational strategy should be central to party manifestos as we approach the next general election. 3. The education system in England would benefit from the establishment of a new role, such as a National Education Officer, who would serve as the senior advisor to the government on all educational matters. 4. Regional and local leaders should be empowered to implement this long-term educational plan. Let us prioritise education for the future. Your monthly contribution of £30 for 12 months can provide deserving children in Pakistan with the opportunities they need.
