Expanded Assessment Options for Selected Automotive Trades Applicants Removal of Mandatory Offshore Skills Assessment Program Requirement From 1 April 2023, the need for the following automotive trades from qualified applicants/countries of passport were removed from having to have their skills mandatorily assessed through the Offshore Skills Assessment Program (OSAP). Applicants are now able to have their skills assessed through the Migration Skills Assessment (MSA) program. This change means that the applicants have the option of a less expensive documentary evidence only assessment and removes the need to complete an additional technical assessment. I value both engineers and technicians…but I also recognize the difference between them.?I am by no means a mechanic/technician, and my friends who are talented techs will tell you they are not engineers (in fact, they think it's insulting when you call them an engineer!). For those hiring in the aeronautical industry, please be precise when you're posting a job opening. When you list an “aeronautical or airworthiness engineer,” it sets certain expectations; likewise for a “quality inspector” or “maintenance technician”. So, when recruiters are looking for “engineers” to do aircraft modifications but the job description is repair and overhaul work, and the qualifications make no mention of being a DER or PE but do specify applicants must have their A&P license with 5+ yrs. experience, it doesn’t line up. The same is true with posts for “quality assurance inspectors” that require a BS in engineering and applicants to have their ATP and / or 5+ yrs. experience in operations, but nothing regarding A&P or IA certification nor Part 91 (121, 135, etc.) maintenance experience. This suggests: (1) the difference between an engineer and a technician is not understood or appreciated. Both are extremely skilled, vital to a Continued Airworthiness Maintenance Program, and critical to safe maintenance and flight ops. Neither is fully effective without the other, but they are NOT interchangeable; And / Or (2) your organization doesn't know what they actually need. They don't know if this is an engineering or a maintenance / quality inspection position, so they listed a bunch of qualifications and waited to see who applied. I know some fantastic engineers and truly amazing technicians out there looking for new opportunities.
