Vermont has the lowest adoption of municipal sewer systems in the country. In fact, only?125?of our 355 villages are connected to a municipal system. Sure, no developer likes paying impact fees. But imagine losing 30-50% of your developable land because of the stringent requirements for onsite septic installation. I'd happily pay impact fees any day if it meant being able to fully develop a parcel along Main Street. Most towns are working to promote dense, infill development in their village centers and downtowns. Sadly, this becomes a moot point when so much land needs to be earmarked for leech fields and backup systems. There's a lot of talk across the state about funding and zoning policy for new housing development (equally important!). Municipal sewer often goes overlooked. Here are just three examples from my small world where lack of municipal sewer is restricting our ability to grow as a community.

We’ve drafted Township Structure Plans (for Clunes, Creswick, Daylesford and Hepburn Springs, Glenlyon and Trentham) and Rural Hepburn: Agricultural Land & Rural Settlement Strategy, and now we need your feedback. These important strategic documents will help guide land use planning into the future. We engaged with the community during 2023 to understand your vision for the future and what you value about both our townships and our rural land. Further engagement sessions were held with Community Panels with representatives from your community to develop a vision statement and objectives for each of the six key structure plan themes. Did you know that the Hammock Dunes Toll Bridge is privately owned by the Dunes Community Development District (DCDD). Community Development Districts (CDD), are “units of special - purpose local government” established by Chapter 190 of the Florida Statutes. CDD’s provide a mechanism for the financing and management of new communities, consistent with local government’s development procedures, regulations and environmental standards. The District is responsible for potable water and wastewater utilities, distribution of reclaimed water for irrigation, storm water management for the community, operations financing and maintenance of the Hammock Dunes Toll Bridge. DCDD services the communities of Hammock Dunes, Ocean Hammock, Yacht Harbor Village, and Hammock Beach. It is governed by a 5-person Board of Directors that is from and elected by those communities. Three of the five Board of Directors seats are up for election in 2024 and will be on the ballot for those communities. The Hammock Dunes toll bridge benefits the entire Flagler County and Palm Coast communities as it is one of two bridges that provides access to the barrier island, our shoreline, and the A1A Scenic Byway. The faster we can build more housing in Whatcom County, the faster we can begin reducing the cost of housing. Things like streamlining the permitting process can help expedite the development of new homes. Also, let’s take a hard look at the regulations and building codes to identify those that aren’t protecting the health and safety of humans and the environment and assess whether they are truly necessary or just a barrier to new housing. Over half of Bellingham’s renters are cost burdened. One of the unintended consequences of unaffordable housing is environmental sprawl. Unincorporated areas of the county saw a surge in growth as did the surrounding cities because people could not find affordable housing in Bellingham. ?
