Our dedicated Resource Efficiency Managers (REMs) are actively supporting the implementation of an Energy Savings Performance Contract (ESPC) at Naval Hospital Okinawa as part of a Marine Corps Installations Pacific (MCIPAC) project. This initiative, based at Camp Foster and extending across multiple installations, introduces advanced combined heat and power (CHP) systems projected to cut fuel oil consumption by 342,000 gallons annually and reduce electrical usage by 6.86 million kWh, achieving a 30.88% decrease. Overall, the project aims for a total energy reduction of over 70,000 MMBtu per year, enhancing both sustainability and resiliency. New 95th Wing Coming to Offutt Air Force Base Overview: The U.S. Air Force has confirmed that Nebraska’s Offutt Air Force Base will become home to the newly established 95th Wing in 2025. The wing’s creation will consolidate multiple command and control units under a unified structure and add approximately 70 personnel to the base. Full operational capability is expected by 2027. Structure and Function: ? Active Duty Units: The 95th Wing will include elements of the 595th Command and Control Group, which currently operates the E-4B “Doomsday Plane” fleet. These will be replaced with E-4Cs, a next-generation mobile command post aircraft. ? Reserve and National Guard Units: It will integrate the 610th Command and Control Squadron from Davis-Monthan AFB, Arizona, and missile-command Air National Guard units from Warren AFB, Wyoming. ? Unified Command: The restructuring will provide a streamlined chain of command and advocacy under Col. David Leaumont, the provisional commander. Congressional and Local Support: Nebraska’s congressional delegation, including Sens. Deb Fischer and Pete Ricketts and Reps. Don Bacon, Mike Flood, and Adrian Smith, have lauded the Air Force’s decision. They emphasized the benefits of the new wing for both national security and the local economy. Strategic Implications: The creation of the 95th Wing enhances the U.S. military’s command and control capabilities, particularly for nuclear and strategic operations. The modernization of aircraft and integration of various units into a single command structure will strengthen operational efficiency and readiness. This decision also reinforces Offutt’s status as a critical hub for U.S. strategic operations and demonstrates continued investment in Nebraska’s defense infrastructure.
