?? I'm not just a number... ?? ...but I do seem to be part of a trend. According to the latest Whitehall Monitor, the proportion of civil servants leaving the civil service is at the highest level it has been since 2015/16. ?? This is partly linked to declining pay: every civil service grade has seen a reduction in real-terms pay of 12–26% between 2010 and 2023. Even worse if you are a senior civil servant (as I was when I left) - SCS median salary has fallen by more than 25% in real terms over the same period. ?? But it's emphatically not just about pay. My experience of running psychometric assessments with senior leaders in the civil service underlines altruism as a top motivator (and not financial reward). And this report mentions factors such as the instability arising from churn (among politicians as well as civil servants) and poor leadership as reasons for folk wanting to leave. ? I left primarily to develop my own coaching and training business. But the backdrop of shifts and changes highlighted here certainly made it easier. ?? Have you left the civil service recently? Excellent summary of the key points in the draft NPPF, which is out for consultation. The draft if enacted represents one of the biggest changes to policy during my career as a planner.

Hello fellow planners! What are your views on a council refusing discharge of condition applications as soon as consultee comments are received if further information is requested. This has happened for several applications now when there are still weeks before the target decision date therefore not allowing additional information to be submitted. Should this be allowed?? Thoughts please

Early in my career a mentor told me strategic land and housebuilding is a "good game played slowly". This resonated with me when reading the Beyond Barker report where a number of issues remain 20 years on since 2004 (weighted towards the slow part!). Will the issues surrounding resourcing, the skills shortage and the linkage between housing, jobs and infrastructure be truly dealt with by 2044... Or, do they collect as a political hot potato that will constantly evolve and disproportionate challenges will always exist? The report ?? from Home Builders Federation is worth a read.
??Only 11 of the Barker Review's 36 recommendations are currently in place. ?? ? ??A further 10 have only been partially implemented. ? ??5 recommendations were implemented and then reversed.?? ? Dame Kate Barker will be joining us at tomorrow's HBF policy conference to discuss the findings of her landmark review, 20 years on. Movement in the planning world of Milton Keynes and Buckinghamshire... First up, MKCC have now launched their Reg 18 consultation that I posted about last week...https://lnkd.in/e9Qqb5ct It's great (without having read any) to see a Reg 18 consultation with a suite of supporting evidence base documents published. Second, yesterday’s GIH Select Committee provided further insight into the goings on in Buckinghamshire, including; ?? Devolution discussions continue with the new Secretary of State. It's unclear if this will be on the same level 2 deal basis as announced in last year’s budget or not; ?? Suggestion that the Growth Scenarios consultation may launch next month; ?? Initial thoughts of the Council’s consultants suggest there may justification for a lower housing need than identified by Standard Method... resulting in a range between ~40-45,000 dwellings (non SM) and ~60,000 dwellings (SM). ? Target for adoption in 2027/28
