This is an interesting change and I wonder how the institutions we all know will end up being classified. If you can't access the article, the measures they are thinking of using are: "measuring “access” by the percent of a college’s student body that is eligible for Pell grants and the racial makeup of the student body, adjusted for the racial balance of the area the college serves. They plan to define “outcome” as college-goers’ earnings, whether or not they graduate. Earnings, too, are adjusted for race — reflecting?inequities in the labor market?— and for the community the college serves. So a college that serves a rural area with a low cost of living will have a lower bar for earnings than a college in a large, high-earning city.
The Carnegie classifications, due out in 2025, will be “the biggest update since the classifications were first released in 1973,” said Mushtaq Gunja, executive director of the organization. Among the big changes is a new social- and economic-mobility label that will apply to every college. But Gunja and his colleagues are still soliciting feedback on their plans. This update could be a gamechanger for non-research intensive institutions. The Community Engagement elective classification was a welcome addition back in 2006. While many faculty do engage in research, there is also a high number who focus their efforts in other scholarly/service/teaching areas. A constant competition for who is the next R1 takes away from the main mission of higher education which is educating students.

How much of a change does this Establishment and its values represent compared to those running education in the 60s and 70s? How much of a continuity is there between today’s influential players and the Thatcherite and New Labour period? As the Conservatives appear to implode, has that weakened the system and personnel that influential figures like Gove sought to build and enable? She will also look at how much this establishment might influence an incoming government, including a Labour one.??
