Check out the latest issue of Joint Forces Quarterly (Vol. 114) for an article co-authored by the Director of JAWS, Director of JCWS, and the Commandant of JFSC. “Jointness as Virtue: Increasing the Value of Joint Qualification to the Joint Force and Services” Abstract: Ιn “Balancing Nonresident Joint Professional Military Education With Military Life,” Commander Doug Morea makes the salient point that the current joint professional military education (JPME) process fails the individual joint warfighter in preparing for the challenges of serving in combatant commands and other joint forces.1 As joint educators, we agree with Commander Morea’s premise and offer that the current JPME model not only fails the individual joint warfighter but is also wholly inadequate for what the joint force requires both today and in an uncertain future. From the start, the Goldwater-Nichols Department of Defense (DOD) Reorganization Act of 1986 enshrined JPME and the joint qualification process as a forcing function to reduce unhelpful parochialism and achieve unified action. Even today, a compromised system still exists, lacking standardization across the enterprise and persistently delivering educated officers too late and short in supply at all echelons of the joint force. In short, what is our military's "true advantage"? The Pentagon gives its frontline non-commissioned officers and their charges -- all very young adults by and large -- full control and autonomy over the missions. Imagine for a moment the enormous economic advantages we could build if American enterprises large and small would have the courage to give their front line employees the kind of continuous training, trust, autonomy and decision making power the Pentagon gives its young people in uniform.

The reality of the Newly Privatized Miltray Moving Monopoly. USTC and HNS have publicly declared that the GHC contract is not designed for owner-operator independent contractors. This decision has effectively marginalized 80% of the moving industry without a viable alternative plan in place. They have consistently failed to meet the benchmarks they set for themselves, most recently falling short in completing 400 moves. Their next goal is to provide service for 1,000 families in October, a target I consider to be highly ambitious given their previous performance. In a recent discussion, HNS President Bobby Nichols stated that under the current system, they only have access to 20% of the industry, while under HNS, they claim to have access to the entire industry. While this perspective may be accurate from their viewpoint, it appears Mr. Nichols may not fully grasp that before the establishment of HomeNOTsafe, the military enforced specific standards, including fiscal responsibility and warehousing requirements. Unfortunately, under HNS, these standards have been relaxed to permit any mover who meets the insurance policy, including those sourced from platforms like Craigslist, to participate. When I say there is nothing within the system that truly enhances quality, it reflects the current reality. The arrogance and lack of industry expertise displayed by HomeNOTsafe and USTC, along with a disregard for the needs of military families and mismanagement of the contract, have led to this decline. Consequently, the DPS system must remain intact and unchanged, as there are simply not enough companies with the necessary employee workforce infrastructure to replace the 80% of the industry that has been excluded from military moves by USTC and HNS.

Proper Human-Machine Partnership (yes Partnership vice Integration is used on purpose) if fielded, trained, then cyclically improved will increase not only maneuver capabilities, but enable commander decision-space while driving down risks to the force. The possibilities are wide and deep. But we must never forget the enemy is doing the same, most of the time without the acquisition difficulties and bureaucracy found in the US DOTMLPF process.

FORT MOORE, GA: On May 21, 17 students representing the countries of Colombia, Mexico, and Panama walked the stage here at #WHINSEC. They completed the 5-week and were presented their respective diplomas. This course prepares security force personnel in individual tasks associated with skills and knowledge to function as advisors or planners in crisis management during military operations or initial response activities in collaboration with the interagency and multinational community.
