Jocelyn McCalla, HAFFD Senior Policy Advisor, and Bill O’Neill, UN Special Rapporteur on Haiti, led a briefing on Haiti at the Vatican’s Dicastery for Integral Human Development. Speaking to thousands of people who had gathered on St. Mark’s square in Venice a few days later, Pope Francis said “the population [of Haiti] is in despair because of the collapse of the health care system, food shortages and violence that is forcing people to flee.” He also said he hoped this new Presidential Council would help Haiti restore “the peace and stability it so badly needs”.

State of emergency and night curfew have been extended in Haiti. In a decisive move, the Haitian interim government extended the state of emergency to May 3rd while the night curfew was extended until April 10th. #Haiti: Today, Port-au-Prince resembles a mix of the worst aspects of 1990s #Mogadishu???? and the most violent times of 1980s #Medellín????. Ciudad #Juarez???? is a garden of roses compared to #CiteduSoleil????. Nearly 5 million people - half of #Haiti's population - are facing acute hunger. In Port-au-Prince, violence continues to disrupt aid operations. Schools are closed. Health response and food delivery have been hampered. Humanitarians are doing their utmost to deliver aid. Today, I find myself aligning with Admiral James Stavridis' proposal for a U.S. intervention in Haiti, which advocates for collaboration with neighboring countries that have significant experience in UN peacekeeping operations. #Argentina???? #Brazil???? This approach acknowledges the complex dynamics at play in #Haiti and recognizes the importance of leveraging the expertise and resources of regional partners to address the challenges facing the nation. By joining forces with countries that have a proven track record in peacekeeping, the United States can enhance the effectiveness and sustainability of intervention efforts in Haiti. Furthermore, this collaborative approach fosters regional cooperation and solidarity, reinforcing the principle of collective responsibility in addressing crises within the Americas. It also provides an opportunity for the United States to demonstrate leadership while sharing the burden of intervention with like-minded partners. Ultimately, a concerted effort involving regional actors with UN #peacekeeping experience not only strengthens the intervention in #Haiti but also sets a precedent for effective #multilateral cooperation in addressing similar challenges across the globe.

Very good article by Brian Concannon about the importance of giving the space to Haitians to solve the deepening crisis. I only disagree with the supposedly united opposition and civil society, which, in my opinion, is still too fractured to offer a widely accepted alternative to the current situation.

In “liberated areas” in Sagaing region and Kayah state, for example, there are innovations in governance and new experiments in using federal principles at the local level. Local civil society and community organizations, from national to township and village level, are also playing a key role in mediation and coordination not only over distribution of humanitarian aid but also in local governance. These new practices and forms of local governance are varied and by no means all democratic in nature, yet they have created an opportunity for reenvisaging and redesigning local governance in the country, in a way that has largely been impossible since independence from Britain more than 70 years ago.?

Two-thirds of the global population living in extreme poverty reside in fragile or conflict-affected regions. Additionally, as of this year, 80% of all humanitarian needs worldwide will stem from conflict. Yet, despite these statistics, and a large-scale war on Europe’s continent which has shaken all of us, we have not seen increased attention or support for conflict prevention or peacebuilding. On the contrary, political and diplomatic attention and funding for peacebuilding and conflict prevention have decreased at European and global levels. What’s next for Haiti, and who should decide its future? U.S. Secretary of State Anthony Blinken is currently visiting Haiti, with the U.S. continuing its role as a key ally, recently announcing more aid for the crisis-ridden country. Blinken also mentioned that the Haitian government should prepare for elections next year. I was struck by an interview on BBC News, where a Haitian expert argued that the US should reverse its approach and that Haitians themselves should determine the path forward. I couldn't agree more. The repeated interventions and solutions imposed from outside have yet to resolve Haiti's crises. Isn't it time we rethink these strategies? For one, we need to ask if elections alone can deliver stability. Evidence from other contexts suggests this isn't a straightforward link. Elections won't address the gang violence or bridge deep societal divides. So, is a National Dialogue a better way forward? Perhaps—but even then, history shows that such dialogues can be politicized and exclusionary. Ultimately, what comes next for Haiti must be decided by Haitians. Comparative evidence teaches us that excluding key voices only deepens conflict, while broad and genuine inclusion holds the potential for progress. The international community, including the US, should step back and support Haitians in crafting a path that is truly theirs. #InclusiveDialogue #InclusivePeace #SupportHaiti
