??COP29: A Pivotal Moment for Africa’s Climate Resilience As COP29 approaches and negotiations have already begun, it’s time to move beyond wishful thinking and step into the reality of transforming pledges into concrete actions. In particular, the urgent need to bridge Africa’s adaptation financing gap has never been clearer. Over the past COPs, world leaders have emphasized the critical need for adaptation in vulnerable regions, especially Africa. Yet, the adaptation finance required to counter climate risks on the continent remains critically underfunded. According to recent data, Africa needs an estimated $20–50 billion annually for adaptation efforts at 1.5°C warming, which could rise to over $100 billion per year by 2050 if global warming reaches 4°C. Despite these pressing needs, adaptation finance allocated to Africa still falls short, with much of the climate finance directed toward mitigation instead. This gap is a significant barrier to building resilient infrastructure, protecting communities from extreme weather, and ensuring sustainable development (UNDP, OECD) . COP29 must be a watershed moment for Africa, where concrete action is taken to close this adaptation financing gap. Scaling up adaptation investments is not just essential for climate resilience; it’s critical for food and water security, health, and livelihoods across the continent. At COP28 (2023) in Dubai, a framework on the GGA called the UAE Framework for Global Climate Resilience was approved. This framework includes climate change impact, vulnerability and risk assessments, as well as national-level planning, implementation, monitoring, evaluation and learning mechanisms. But it is missing some important elements, such as measurable indicators to track adaptation actions and the progress towards global goals. Such global indicators are tricky since adaptation is context-specific. The team working on the GGA will now fill in such gaps and return to COP30 (2025) with a complete framework. But, being the "adaptation capital of the world" and a pioneer in community-based adaptation, can Bangladesh show a path to set adaptation indicators?

Notes At the recent COP29 UN Climate Change Conference in Baku, Azerbaijan, nations reached a pivotal agreement to significantly increase climate financing for developing countries. The new commitment aims to mobilize at least $300 billion annually by 2035, with a broader goal of securing $1.3 trillion per year from both public and private sources within the same timeframe. Thoughts As developing and under-developed countries continue to grapple with climate change impacts - seeking means to mitigate and adapt to this challenge and building resilience to climate disasters as we’ve seen with flooding disasters, overheating and desertification has become imperative. Funding is a key necessity for low carbon transitioning, just as the utilisation of it. While some of these commitments from developed countries are laudable, the logistics of it may continue to pose gaps to parties and I am enthusiastic about seeing the outcome of these efforts in COP30. I will spend my time sharing about my learnings on this space as we proceed this 2025. Happy new year once again guys.

?? Exciting news! Our adaptation team has been actively engaged in the pivotal discussions surrounding the Global Goal on Adaptation, from the GlaSS work programme all the way to the adoption of the UAE Framework for Global Climate Resilience at COP28. ?? We are proud to announce our recent submission to the UNFCCC on the new UAE-Belém work programme on developing indicators for achieving the targets for the framework, co-authored by laila darouich, Marjorie Ménard, Sherri H. Ombuya and Axel Michaelowa. ?? Key Messages: ? Adaptation to climate change is multi-faceted and context-specific; therefore, identifying a?unique metric/indicator for adaptation valid under all circumstances is neither feasible nor?desirable.? ? The UAE-Belém work programme should identify a set of indicators for the different thematic targets of the UAE Framework for Global Climate Resilience that, in a conservative yet pragmatic way, enable assessing the progress towards reduced vulnerability and increased resilience and adaptive capacity over the long term.? ? Adaptation indicators must be clearly linked to the intended adaptation benefit (adaptation outcome).? ? Good adaptation indicators need to address a given climate change vulnerability context, be measurable (data obtained through reproducible methods independent from the individual collectors of the information) and comparable (clear unit and baseline), inform on the adaptation outcome, and contain a temporal reference so that progress can be measured during implementation. Adaptation indicators should also be agreed upon with all relevant stakeholders.? ? When selecting the indicators for achieving the targets of the UAE framework, it is not the easiest indicators to measure that should be chosen, but those that can actually provide information on reduced sensitivity and exposure and increased adaptive capacity. Urgent Call for Action As the second week of COP29 in Baku kicks off, UN Climate Change Executive Secretary Simon Stiell emphasized the critical need for National Adaptation Plans (NAPs) to protect vulnerable populations from the escalating impacts of climate change. He has highlighted the stark financial gap, with adaptation costs projected to rise to $340 billion by 2030, stressing that the difference between safety and disaster lies in these plans. Stiell urged countries to submit their NAPs by 2025, calling for increased and accessible funding, innovative financing, and technical support to ensure that all nations, especially the most vulnerable, can build resilience. "We have the tools, the science, the ability to achieve these outcomes," he said, challenging the global community to act with urgency for a climate-resilient future.
