Punjab’s Obsession with Agriculture and the Foetal Death of its Industry Amidst the green revolution, Punjab’s agricultural success was an important chapter in attainment of food security in India. Punjab became one of the largest producers of wheat and paddy. There were variety of factors such as constructions of dams like the Bhakhra Nangal, canals and efficient irrigation systems, the establishment of Punjab Agricultural University by the visionary former CM of Punjab Pratap Singh Kairon led to this high agricultural productivity. The surpluses generated from agriculture started a small ‘Industrial Revolution’. By the early 1980s, Ludhiana started producing variety of products ranging from hosiery to hydraulic pumps. Locally Ludhiana was called the ‘Manchester of the East’. Similarly, Jalandhar became a major hub for production of sports equipment. The star performer of this mini-industrial revolution was Hero Cycles, with its new age strategies like incremental engineering and productivity improvements became a household name for bicycles in India. In the pre-liberalization era, the growth of Hero Cycles was nothing less than a miracle. The then CM Pratap Singh Kairon aided the Hero Group and lobbied with the central government to negotiate for the production caps. However, for Punjab the stint of industrialization did not last long. The profitability of agriculture had a dominance over the political establishments in Punjab. Subsidies and various incentives kept the price of agricultural produces (mainly wheat and paddy) artificially high which prevented the natural structural transformation of Punjab’s economy. Even the small and marginal farmers were attracted by the profits of agriculture. Subsidized power led to usage of water pumps, which depleted the water table. The subsidies in the agriculture sector harmed the industry by raising its cost. Stopped the transition and made it harder to find labour as fewer people were willing to leave agriculture. In order to subsidize agriculture, the government funded this with imposing higher taxes on the industry. For supplying free power to farmers the government charged more from the industry which made cost so high that eventually industries shifted to other states or completely shut down. And even Hero Group moved to Haryana for setting up its motorcycle plants. This case study of Punjab’s premature deindustrialization is beautifully presented by Raghuram Rajan and Rohit Lamba in their book ‘Breaking the Mould’.

Decreasing groundwater levels Irrigation is highly reliant of groundwater levels as some of the regions in India is facing the challenge of decreasing groundwater level it could result in change of cropping pattern or even in worst case make soil infertile Affordability & Financing Though tractor companies are now providing financing themselves but still there are a large number of farmers who still can not afford tractor as it is an capital extensive investment. Maqbul Shaikh, a farmer from Nilanga village in Latur, Maharashtra, is on a mission to revolutionise farming with his innovative creation — a bullet tractor. "Growing up, I worked as a mechanic with my brother," Shaikh explains. "After his passing, I took over the workshop and applied my skills to farming." Tired of expensive tractors and limited labour, Shaikh built a cost-effective, efficient solution. His 10 HP bullet tractor, crafted from scrap materials, can handle tasks like sowing, weeding, pesticide spraying, and ploughing. Not only is it fuel-efficient, but it also dramatically cuts operating costs. After two years of hard work, he developed a fully functional prototype. Shaikh’s bullet tractor is priced at Rs 1.6 lakh, offering a huge cost advantage compared to traditional tractors that cost upwards of Rs 9 lakh. He even designed a smaller, 5 HP, four-wheeled version for just Rs 60,000 to meet different farming needs. This innovation has been a game-changer for the drought-prone region of Nilanga. With over 140 bullet tractors sold, Shaikh has empowered farmers to overcome labour and water shortages, allowing them to sustain their livelihoods.
