The?filing of Senate Bill 1 on January 22?introduced the $332.9 billion state budget for the 2026-27 biennium, which despite a decrease of $55.3 million has a provision that would skyrocket incentives for the Texas Moving Image Industry Incentive Program (TMIIP). If approved, the Texas Film Incentive would receive $498 million to make Texas the "movie capital of the world." For context, the TMIIP currently offers 20% production incentives in a $200 million package. An earlier media release identified the relevant bill as SB 22, but that bill appears to be on another item. What is important is the growing likelihood of a robust Texas Film Incentive. **** However, this is a developing story and until the final version is passed, there is uncertainty on the exact contents of the bill and an incentive program.

Are NIMBYS getting in the way of growth in the film and TV industry? That Pinewood Studios is where Prime Minister Sir Kier Starmer decided to make his speech about making Britain a forward-thinking and dynamic country was revealing. The Prime Minister understands the need to support the film and TV industry by providing the capacity to produce as much as possible in this country. In The Times this week he wrote that "For too long, the country has been held to ransom by the blockers and bureaucrats who have stopped the country building, choked off growth and driven prices through the roof." https://lnkd.in/g9WFP4kA And for the creative industries, this means taking on the NIMBYS - like those that have blocked the Marlow Studios from being built. However, with the case back on Deputy Prime Minister Angela Rayner's desk, it would be no surprise to see the government use what levers it has to push this through. Should we take the presence of the PM at Pinewood as a sign that more studios are to come? How much easier would the campaign have been for Leo Pearlman and his team to push through Crown Work Studios if the NIMBY brigade were taken down and the over-bureaucratisation of the entire process were reduced. This doesn't mean steamrolling over legitimate concerns for our environment and wildlife, but it does mean ending the weaponisation and misuse of policies designed to protect them. It's a test for the government, not only to demonstrate its support for the creative industries but also for its plans to make Britain the home of growth and ambition.
