[10.23.24] The closure of another #refinery in #California was inevitable with the headwinds stacked against suppliers of conventional #gasoline and #diesel in the State. The timing of the announced closure of P66’s Wilmington refinery in California by end-2025 was a bit of a surprise but it highlights how supply adjustments are done on an individual asset basis and may not coincide with regional demand trends. However, given the timing of the closure, declining demand and the production of alternative #fuels to meet tighter emissions requirements, there will be limited impact on the gasoline, diesel and jet fuel #markets. Higher Octane Catalytic reforming has played a pivotal role in the refining industry, but it has also sparked significant controversy over the years. The need for higher-octane gasoline became apparent after the introduction of engines like the Ford Model T. In response, Universal Oil Products Co. developed the modern catalyst and plant design in 1949, revolutionizing the industry. This led to a competitive push for ever-higher octane numbers, which continued into the 1970s. However, public concern over the toxicity of lead in gasoline led to governmental regulations that required refiners to reduce lead content. This demand for cleaner fuel forced the industry to make substantial changes to their processes. Yet, as refiners tackled the issue of lead, they were confronted with another problem, famously encapsulated by Beddour's premise: "You cannot eliminate a pollutant without adding another." In this case, the reduction of lead in gasoline brought benzene, a carcinogenic compound, into the spotlight as a new environmental concern. As a result, the industry had to find alternative methods to maintain fuel quality while addressing these environmental and public health challenges. Hydrogen, a by-product of catalytic reforming, emerged as a critical resource in this new landscape. Once merely a by-product, hydrogen has now become a valuable "packhorse" for refiners, enabling them to adjust processes, reduce pollutants, and meet the ever-evolving demands of fuel production and environmental standards.
