“ To win on paper is to win the contract.” Ask any DoD contracting officer…if your proposal has any misspellings, exceeded page counts, etc…than your proposal goes into the junk pile. Regardless if it solves a problem on the battlefield. Not the KOs’ fault. The acquisition system incentivizes this behavior. Looking forward to seeing if the DoD will shift its rudders into the 21st century or remain on its current “1950-McNamara” course and speed.

Let me try to provide a bit more nuance regarding Primes. They are not all created equal 1. Boeing is really driven by the Commercial sector and can be overly focused on Finance vs Engineering 2. LM is focused on Aircraft, Missiles, Ships and Space and is driven by C5ISR and SE 3. I would basically call NGC a more agile version of LM and they tried to merge years ago. They are strong in defense electronics based on their legacy P&Ls 4. Finally, RTX is both a SI AND a major Subsystem Integrator. So, they are different than the other Primes based on their OEM legacy heritage So they are not a monolith and some are more agile than others. They ALL have been doing Embedded Software Systems for decades but have a top heavy Admin and SE burden. HOWEVER, why are the PWS and RFPs so long for PoRs? Well a lot is related to ALL the SE reqts, ie Reliability, Maintainability, Supportability, V&V, T&E, etc. In addition to EBS, BFM, DE and other Eng and Programmatic Reqts. So, if it's not an attritable system, Primes are conditioned to conduct formal SE across the Acquisition Lifecycle for PoRs including ALL the CLIN items and Programmatic artifacts

A well written article by Joe Lonsdale that shines a spot light on where it’s going wrong and how to move forward. Just need UK defence industry to take note.
