This outstanding article is exactly why, as a devout environmentalist, I am so interested in municipal and regional land use planning. "At least 15% of counties in the U.S. have effectively halted new utility-scale wind, solar, or both, USA TODAY found. These limits come through outright bans, moratoriums, construction impediments and other conditions that make green energy difficult to build." We need to develop smart, well-rounded policies that promote large scale green energy - or at the bare minimum, allow it. The article cites a variety of reasons for the limitations, including NIMBYism, disinformation, and environmental trade-offs. There are worthy conversations to be had here, but they should not result in outright bans (nor burdensome requirements that function like bans). “Governor Gavin Newsom plans to slash funding for batteries and utility customers to help with grid emergencies — but money for fossil fuel generators keeps flowing. Now, as California and the U.S. West face forecasts of a hotter-than-average summer … two of the only state-funded programs that don’t rely on fossil fuels to combat those grid emergencies are under threat.” Why? We know that these programs “could enable $550 million per year in consumer savings in California…and that VPPs are the ‘lowest cost way’ for utilities and regulators to handle load growth and lower rates for everyone.” Meanwhile, “Another $1.3 billion in funding has been promised to companies that own and operate aging fossil-gas-fired ‘peaker’ power plants in Southern California that were slated to be closed in 2020 under environmental regulations. NIMBYism and Transmission buildout are often under-appreciated inhibitors to the energy transition. It's critical to collaborate with, and benefit, local communities to continue renewable buildout. However, I believe the permitting hurdles may be too great to fully reach renewable penetration potential. For that reason, I strongly believe innovations such as SMRs (especially designs light on-site development) and point source CCS will play bigger parts in the broader decarbonization path.
I had the privilege of participating as a member of a panel of experts for an outstanding five-part series by Elizabeth Weise at USA TODAY on the effects of extreme renewable energy restrictions. Alongside Matthew Eisenson from Columbia Law School's Sabin Center for Climate Change Law and Tamara Ogle from Purdue Extension we assisted in the evaluation of the impact of governmental bodies intentionally, or unintentionally, setting siting standards that exceed science or engineering-based recommendations. This series is a valuable resource for comprehending the consequences of clean energy bans across the nation. Check out the link below to read the series.
