Early warning systems with technology interventions are required to reduce natural disasters The devastating flood and landslides which occurred in Wayanad and adjoining districts necessitates the need for formulating appropriate policies, strategies and action plans to further curtail the calamities in future. At a time when climate change and environmental issues started affecting the livelihood of people, how we can effectively mitigate the impact of climate change is a challenge for policy makers. Appropriate extension programmes are required to create awareness among the potential stakeholders. There are umpteen reasons for landslides and subsequent calamities. Even though high rainfall facilitate this, unorganized planning, illegal constructions, unscientific tourism practices and change in the plantation systems predispose this incidents. Of the identified six regions of Western Ghats which are considered to be ecologically fragile in nature, requires appropriate planning based on agriculture, livelihoods and construction. Water management requires more emphasis in these areas. When I had worked in Wayanad, I could notice that local bodies were permitting high rise buildings and resorts in disaster prone areas. Appropriate land use pattern based on nature of the land in these geographies are required. At a time when digitalization, information and communication facilities are acquiring momentum across the country, percolation of right information among the people living in the disaster prone areas will facilitate to reduce the incidents. This requires media strategies and awareness programmes which include control of climate risk, climate vulnerability and ensuring resilience, early warning signals for controlling natural disasters along with appropriate curricula for climate and disaster mitigation in schools, colleges and higher education institutions. Necessary support for women, youth and school children including technology interventions and support has to be provided. Technology can be very effectively used for creating early warning signals about the potential risks emerging through disasters. Sensors, Artificial intelligence, machine learning and automation can be effectively used to create early warning signals as and when climate vulnerability issue occurs. As part of this, alarm will start working which in turn create awareness on potential danger among villagers. Moreover voice and text based mobile messages can be percolated among mobile phone users. Multidisciplinary research programmes including use of technologies are required to be used to address the current issue in Wayanad district. Departments of local self-government, public works, agriculture, animal husbandry, health, social welfare, industry and disaster management must work strategically through stakeholder based approach to address the issues of rehabilitation. For instance, in early 2024, the region was hit by severe storms leading to President Biden declaring a major disaster in the state, making federal aid available for recovery efforts in affected areas like San Diego County (Home). Southern California’s vulnerability is highlighted by its frequent encounters with atmospheric rivers—massive rainstorms causing heavy rainfall, flooding, and mudslides. Recent examples include significant storms in January 2023 and February 2024 that caused extensive damage and required robust response and recovery operations from local emergency services (GovTech). Understanding these risks is crucial for enhancing preparedness and resilience in the region, which continues to adapt to these challenges through improved emergency management and community cooperation.

In light of the recent report from the Red Cross on April 10th, 2024, detailing the alarming impact of flooding in Kenya, urgent disaster response efforts are imperative. The provided statistics underscore the severity of the situation: 3,874 households affected, 1,910 people displaced, 11 fatalities, 55 individuals rescued, and 3 injured. These numbers likely represent only a portion of the total affected population, emphasizing the pressing need for immediate action in uncovered areas. To effectively address this crisis, several key actions can be taken: Emergency Relief Distribution: Mobilize resources to provide emergency relief supplies, including shelter, food, water, and medical assistance, to affected communities. Establish distribution centers and coordinate with local authorities to ensure equitable access to essential goods and services. Search and Rescue Operations: Intensify search and rescue operations in flood-affected regions to locate and evacuate individuals stranded or in danger. Deploy trained personnel and leverage technology, such as drones and satellite imagery, to conduct thorough assessments and reach remote areas. Medical Support and Trauma Care: Establish medical facilities and deploy healthcare professionals to provide immediate medical care to flood victims, including treatment for injuries, waterborne illnesses, and psychological support for trauma. Prioritize the most vulnerable groups, including children, the elderly, and pregnant women. Community Engagement and Empowerment: Engage local communities in the disaster response process, including decision-making, planning, and implementation of relief efforts. Preparing for disasters has long been a consideration in municipal, household, and business budgeting. Earthquake prep perhaps attracted the most public focus in recent decades, before the 2020’s, while funding for some other streams fell off. In late 2021 disaster preparedness became an urgent public priority virtually overnight when a series of storms dumped an unprecedented amount of rain on BC at the same time as unseasonably warm weather caused a rapid winter snow melt. Both the Fraser River in BC and the Nooksack in Washington State flooded, the water overwhelming dikes and plunging thousands of farms, businesses, and homes in the Sumas Prairie under deep water. Crops and farm animals alike perished on BC’s most productive agricultural land. All three highways connecting Metro Vancouver to the rest of Canada were severed, disrupting supply chains for shipments of food and other critical goods. Since then, BC has weathered a series of intense wildfire seasons that have burned vast stretches of forest and many structures, droughts, heat domes, and cold snaps. The need for disaster preparedness has never been more top-of-mind – whether at a household, government, or business level. We have brought together a panel of experts from business, First Nations, and government for a conversation about this critical matter – 7 p.m. April 30. Despite this, there is currently no unified federal plan to provide oversight or relief to incarcerated people during climate disaster events. As a result, states are responsible for developing and enacting emergency management (EM) plans that cover the entire state, including those living in congregate settings. The design and implementation of these plans vary state to state, with specific tasks delegated to relevant state agencies, departments, and sometimes nongovernmental organizations. Grassroots Community Landcare is The Linchpin for Disaster Preparedness in NSW and Australia: A response to the “Alternative Commonwealth Capabilities for Crisis Response”, Discussion Paper. As the Federal Government unveils the “Alternative Commonwealth Capabilities for Crisis Response” (referred to as the discussion paper), it’s crucial to highlight the indispensable role played by our communities in mitigating state and national-level crises. This Federal Government discussion paper underscores the significance of grassroots initiatives, like those advocated by Landcare NSW, in building resilience and preparing communities against the escalating threats posed by climate change and other natural disasters impacting rural and regional areas. Landcare NSW argues that further investment in disaster preparedness through the lens of nature-based solutions, delivered by local communities, is a compelling investment of taxpayer dollars, but also provides an insurance against the most extreme effects of natural disasters in NSW and Australia.
