For anyone in teacher education, evidence should underpin everything we do and teach. But what counts as evidence, when it’s enough, and how it should be applied are live (exciting, fun) questions. Two years ago, Phumzile Mlambo-Ngcuka convened the?“2030 Reading Panel” and asked South African leaders: “What needs to change for us to ensure that all children learn to read by 2030?” The 2022 Reading Panel background report made four headline recommendations for a system-wide overhaul to improve reading: 1. Implement a universal standardised assessment of reading at primary school level; 2. Move beyond slogans and symbolic campaigns to a costed and budgeted plan to fix the reading crisis in the country; 3. Provide a standard minimum set of reading resources to all Foundation Phase classrooms (grades R-3); and 4. Implement a university audit of pre-service teacher education programmes. I am of the strong view that in order for these recommendations to succeed, we must tackle the underlying systemic issues — namely the absence of accountability and detailed, contextually conscious implementation planning. Tomorrow, the 2024 Reading panel background report will be released at the annual conference. I'm looking forward to attending, to hearing what progress has been made, and to discussing what we need to do next to keep shifting the needle on reading.
