This is why, the selection criteria(s) is critical in the evaluation process during sourcing . And the criteria(s) ideally would be mapped to key requirement(s) and goal(s) which later will be used as part SLA(s). Weighting of these criteria should also be democratically("majority wins") aligned amongst all the stakeholders. All supplier preferences, will need to be included and let the process of objective (goals/requirements) elimination occur through a proper non-bias Sourcing process. Remember this is the only way to bring unity in terms of Suppliers not just for IT but across all other categories. In my opinion First decision is to get all organization on board for the motive of the unification The drive to unify service providers could be cost optimization or simplification or adopting new technologies to better serve the customer needs. The drive could be a blend of all those factors Second is setting a clear criteria for evaluation with a score board Last but not least is to put a realistic and achievable plan. Many transformation program fail due to unrealistic plans Finally put all efforts to have a CLEAR strategy cascaded to all the organisation
