“Inauthentic videos on X emulating the Federal Bureau of Investigation (FBI) and news media in a manner consistent with the Russian disinformation campaign known as Operation Overload are seeking to undermine the integrity of the 2024 US election. Although the content appears to be Russian in origin, they were amplified by a Chinese bot network, suggesting functional overlap or tacit cooperation between Russian and Chinese adjacent actors in an attempt to leverage each other’s strengths. Although none of the videos of election fraud have yet to break 7,000 views, they still show signs of being inauthentically amplified. For example, one post had garnered 291 likes at the time of writing, but no replies or reposts. Other posts accrued more than 100 reposts and likes, but they appear to be nearly all accounts from a bot network. The DFRLab analyzed the bots’ profiles and found that most of their posts promote crypto schemes. Although this bot network appears to be posting election content using tactics that match Russia’s Operation Overload, many of its influence posts are specifically pro-China. Taken together, the promotion of fraudulent election disinformation in the manner of Operation Overload by a Chinese bot network suggests potential cooperation between entities aligned with these two actors to implement malign influence operations. President Ricardo Baretzky of CYBERPOL, the internationally recognized cybercrime enforcement agency, recently made a bold statement that the face of organized crime is changing — and it is no longer limited to criminal networks operating in the shadows. Instead, it is extending its reach into the very institutions meant to inform and protect the public: the media. His remarks have sent shockwaves through media circles in both the European Union (EU) and the United States, raising urgent questions about accountability, transparency, and the future of journalism. Disinformation: The New Frontier of Organized Crime According to President Baretzky, organized crime has evolved, finding new opportunities in the modern digital landscape. No longer confined to illegal activities such as drug trafficking, arms smuggling, and human trafficking, these criminal networks are embedding themselves within powerful societal institutions — and the media is their latest playground. Baretzky’s concern centers on the rise of disinformation, particularly within mainstream media outlets in the EU and the USA. His statement specifically highlighted major news organizations such as Fox News and CNN, accusing them of publishing false information in exchange for financial gain. “This trend is alarming,” he said. “Disinformation is not just a distortion of the truth; it’s a weapon. When media outlets prioritize profit over accuracy, they are no longer neutral observers but active participants in a larger scheme that threatens national security.” Baretzky warned that the propagation of disinformation by these media outlets is a form of organized crime in itself. By publishing misleading or outright false narratives for a fee, the media has crossed a line that places them in contravention of international law, specifically the Budapest Convention on Cybercrime, the foremost international treaty aimed at tackling cybercrime. The Budapest Convention: Media Accountability Under International Law Signed in 2001, the Budapest Convention on Cybercrime was designed to address the growing threat of cybercrime across borders. Influence actors linked to Russia in particular are manufacturing videos and creating fake articles to undermine the legitimacy of the election, instill fear in voters regarding the election process, and suggest Americans are using violence against each other due to political preferences, judging from information available to the IC. These efforts risk inciting violence, including against election officials. We anticipate Russian actors will release additional manufactured content with these themes through election day and in the days and weeks after polls close. The IC assesses that Russian influence actors recently posted and amplified an article falsely claiming that U.S. officials across swing states plan to orchestrate election fraud using a range of tactics, such as ballot stuffing and cyber attacks. - Russian influence actors also manufactured and amplified a recent video that falsely depicted an interview with an individual claiming election fraud in Arizona, which involved creating fake overseas ballots and changing voter rolls to favor Vice President Kamala Harris. - The Arizona Secretary of State has already refuted the video’s claim as false. Iran also remains a significant foreign influence threat to U.S. elections. As noted in a prior update, we have assessed that Iran has conducted malicious cyber activities to compromise former President Trump’s campaign. Iranian influence actors may also seek to create fake media content intended to suppress voting or stoke violence, as they have done in past election cycles. We previously reported that Iran also remains determined to seek revenge against select former US officials whom it views as culpable for the death of Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF) Commander Soleimani in January 2020. It has repeatedly highlighted former President Donald Trump among its priority targets for retribution."
