The NDIS has grown too quickly and at this rate, it is not a sustainable scheme. The new budget is supporting the growth of the scheme at 8% growth, however the the current growth of around 20% is not sustainable and this the area requiring changes. The two practical changes which is the focus of this budget to reduce spending is: * intraplan inflation (automatic tops up) - the NDIS will not support automatic 'top ups' if plans are being over-utilised (often by 'dishonest providers' according to Bill Shorten) * having flexibility in the plan based on what the individual needs (rather than building the plan line item by line item. Bill Shorten explains in a video about how these practical changes will cut 95% of the overspend. https://lnkd.in/g6ekFdaQ

New #SocialSecurity Ruling (#SSR) will appear in the federal register tomorrow. It's almost like SSR 24-3p has a rather specific goal... ?? "...[I]n addition, our adjudicative experience since we issued SSR 00- 04p has shown that requiring our adjudicators, VSs, and VEs to identify and explain conflicts with the DOT is time consuming. 'they make the rules up as they go along' so true.. with little concern that this approach is further disabling. The problem is the system, not the users. "NDIS systemic disorganisation and Inconsistencies Across their journey of engagement with the NDIS, people’s choice and control were negatively impacted by Scheme disorganisation and inconsistent decisions: ‘they make the rules up as they go along… and I would rather them say, I don’t know. I’ll send you to someone I know, that does know” than tell me some made up answer’ (Sian). People described getting inconsistent support and answers when contacting the NDIA: ‘It’s hit and miss on who you get, there’s no consistency’ (Thomas); ‘You could ring five people and ask them the same question and you’ll get five different answers’ (Sinead). This created frustrating delays: ‘It was just, no one knew anything. It just got passed on person to person, to person to person, for probably six months’ (Allison). Plan approval: Typically, up to 21 days after the planning meeting.
