I believe it has been shown that “pre-attack surveillance, target selection and evaluation have always take place prior to major terrorist and even lower level incidents of criminal incidents. Those are elements of any well planned and documented attack. What better way to accomplish these important steps than to widely deploy agents hidden in plain site within millions of illegal immigants crossing the border. Do we know who these immigants are? No! Do we know where they are? No! Do we have any insights into their intentions, motives, levels skills, availability of equipment, weapons, co-conspirators who can assist? Resources available to them? No! Willing to say that the kind of “pre-attack” and “surveillance” must surely be going on from those who would harm the U.S. infrastructure, neighborhoods, schools, center of activities, etc.

Well this should be very interesting. The USSS has a fairly robust Protective Intelligence Program which in Theory is supposed to mitigate Threats before they have the capability of coalescing into something more. Congress never seems to get it right. If you want first-person knowledge, interview the pre-posters, CS team, and the advance agent, not the bosses. Was a threat assessment written for the venue? Was a protective intelligence advance on site? Was a counter-surveillance team (not counter-sniper) deployed? Was the shooter in the USSS/PI data base? How many known threat actors were in proximity to the venue? Was the FBI/JTTF in the loop and on-site? #protectiveintelligence #usss #investigations

This is an exceptional way to deal with people with “agendas” that disrupt an already challenging industry. The Active Shooter Prevention business is a relatively new “cottage industry” business reported to be worth $5.5b annually (source NYT), up $4b from five years ago. That monetary value creates all kinds of people in this industry and creates a need to “police” our own. As one of the original prevention experts in this life-saving business, since 2007, I’ve witnessed the caretakers and the money grabbers.
