Amidst the ongoing media coverage of crises and challenges within DND/CAF, let us not lose sight of the ongoing strength of Canada's armed forces - its women and men in uniform, and particularly its NCOs (or Senior NCMs, if you will). I was reminded of this again today by an online Washington Post article, "The U.S.'s true advantage against any adversary". In this article, journalist Garrett M. Graff makes an argument that NCOs are the "real source" of America's military strength. Given how the US armed forces deliberately develops and empowers its NCOs, and in doing so delegates authority right down to small team leaders, that is a strong argument. The contrast, as it were, is the lack of training, authority, and initiative demonstrated by Russian NCOs in the Ukraine war. It is important to note that Mr Graff is comparing US NCOs to America's adversaries, as NCOs in armed forces in the Commonwealth tradition (eg. UK, Australia, New Zealand, and Canada) are also without doubt outstanding leaders in their own right and indeed the backbone of their respective services. During my military career, I was fortunate to learn from many excellent officers but I learned the most from NCOs. There is no good event in Canadian military history that does not highlight the courage and leadership of our NCOs. There is no need to compare US NCOs to their UK, Australian, New Zealand, and Canadian comrades but it is indeed a critical, synergistic advantage to their alliance that all these NCOs are similarly trained and trusted to lead. To be successful, any organization must delegate authority, and accountability of course, to the lowest level, and this is certainly no truer than it is in battle. Also interesting to me that Graff's article was printed by a major, respected newspaper in the Washington Post and that it included comments from the most senior NCOs of the US armed forces. I very much hope that our most senior NCOs in the Canadian Armed Forces are soon given the same profile here in Canada - that would remind Canadians why coverage of other defence issues of the day matter so much and that our NCO corps is our shining light in this period of some darkness. #DNDCAF #Leadership #SupportOurTroops

Several months ago, at a book signing in Colorado Springs, two elderly white women asked me if my book, “The Air Force’s Black Ceiling,” was still relevant. “Black Ceiling” was written in 2016 and followed by two sequels, “The Air Force’s Black Pilot Training Experience” and “The Air Force’s Black Pilot State of the Union.” There are other sequels in the works. But the publication date didn’t prompt the questions. Lieutenant General Richard M. Clark, Superintendent of the US Air Force Academy (USAFA) in Colorado Springs, is black. Former Air Force Chief of Staff (CSAF) and current Joint Chiefs of Staff Chairman, General Charles Q. Brown, is black. Lt Gen. Clark was the first black USAFA Superintendent, and Gen. Brown was the first black CSAF. The implication from the women was that there was no more black ceiling in the Air Force. The Air Force became a separate Service in 1947. Gen. Brown became CSAF in 2020. The first blacks graduated from USAFA in 1966. Lt Gen. Clark became Superintendent in 2020. These overdue breakthroughs are very significant, but too many ”firsts” still have yet to happen. This year, Lt Gen. Adrian L. Spain became the first black Deputy Chief of Staff for Operations on the Air Staff in the Pentagon. This clip from the Smart Cast with Col (Retd.) Vembu Shankar describes how the Army has the beautiful balance of command and control with agility. Using his mission that earned him the Shaurya Chakra, he illustrates the importance of empowering junior leaders to make decisions in rapidly changing situations. He underlines the value of training, situational awareness, and trust in subordinates' judgment, arguing that decentralized decision-making can be critical in life-and-death scenarios. He emphasizes the flexibility needed for frontline decision-making, showcasing the effectiveness of this approach through the lens of military operations.

"World-class, Fair and Consistent" -- the U.S. Army Command Assessment Program lives up to its motto. In my second iteration as part of the Cadre team - I am more of a believer with each successive rotation. As my U.S. Army School of Advanced Military Studies (SAMS) teammates may appreciate - this program has roots in theory, history, doctrine and practice. Its bedrock foundation is the doctrine within ADP 6-22 and FM 6-22; specifically the Army Leadership Requirements Model. The results of CAP inform the Job Performance Panel (JPP) that incorporates a comprehensive, multi-point assessment to augment an officer's performance file. Channeling Maclean, it assesses all of a leader's tools, from multiple perspectives, and identifies strengths and developmental needs. As with any tool, it is not perfect and people will question its utility and its results. It will evolve. Ultimately, you can't go wrong in applying a method that seeks to provide more and better information to inform some of the most consequential decisions our institutional Army will make - selecting senior leaders that will command hundreds and thousands of soldiers.
