The new EU Hydrogen Bank auction, the #IF24, is now expected for December 2024. The total amount in subsidies in this second EU-wide auction will be 1.200M€, divided in two topics, with 1.000M€ for "General topic" and 200M€ for the "Maritime sector topic". Most of the terms and conditions are similar, but there are some interesting changes this time: Minor impact: - Strong technical, financial, and operational maturity - a must to win - The auctioned good is RFNBO only (not LOW CARB) - Ceiling price for the bid reduced from 4.5€ to 3.5€ - Completion guarantee, from 4% to 10% of the requested grant amount - Minimum 5MWe electrolyser installed Major impact: - 60% off-take secured - Latest entry into operation from 5 years to 3 years This 2 conditions are the hardest ones to meet for the largest projects. The EU Comission is strategically interested in helping scale the local industry so that it can actually "compete" with hydrogen imports from outside Europe (remember the 10 Mt / 10 Mt goal), but this 2 conditions clearly affect the largest projects and could give a potential advantage to smaller projects. The clock is ticking for 2030, but it is quite a challenge to build a several hundreds MW renewable hydrogen project in only 3 years. This condition is still being negotiated among all the stakeholders and the EU Comission. Final Terms and Conditions for the auction to be published by end of August / early September. ??
