As Chicago transitions away from its reliance on gunshot detection technology (GDT) after more than seven years and begins searching for other technology that helps facilitate rapid response to emergencies like shootings, it's crucial to consider how new tools will be evaluated for their impact on public safety. One such avenue could be leveraging statistical program evaluations like the one my team conducted to evaluate the effect ShotSpotter has on shooting lethality. In our latest op-ed, my colleagues and I detail the degree of signal we were able to pick up from the data. While our findings are suggestive rather than conclusive, they indicate that shooting fatality rates — the likelihood of a victim succumbing to their gunshot injuries — were approximately four percentage points lower in areas utilizing the ShotSpotter GDT. To honor the 30th anniversary of the Violence Against Women Act (VAWA), the Biden-Harris administration announced new initiatives to combat gender-based violence and support survivors. One key measure focuses on expanding funding and resources for law enforcement to disarm domestic abusers, ensuring that those who have a history of violence do not have access to firearms. The mere presence of a gun in a domestic violence situation makes it 5x as likely that a woman will be killed. This is why removing firearms from those who pose a danger to their partners and families is crucial for preventing tragedies. This commitment is a significant step toward protecting survivors, reducing intimate partner homicides, and creating safer communities. When we take guns away from abusers, we save lives. Reducing veteran suicide remains a top priority for Congress, the Department of Veterans Affairs (VA) and the veteran community. Unfortunately, firearms are by far the most prevalent method of veteran suicides, used 72% of the time–a rate that is much higher than non-veteran firearm suicide. One in 3 veteran firearm owners store at least 1 firearm unlocked and loaded. This unsafe storage practice is more frequent among veteran firearm owners who seek VHA care (38.0%) than among other veterans who own firearms (31.9%). H.R. 9819, the Saving Our Veterans Lives Act, would direct the VA to provide eligible veterans with secure storage options for their firearms. The bill also calls for a public education campaign on the availability of these items and on how to use them as a suicide prevention strategy while ensuring the program has no collection of personally identifiable information for tracking firearm ownership, mandatory firearm storage or discouraging lawful firearm ownership. Experts agree that safe gun storage helps create time and space for a veteran in crisis, and can interrupt the impulse of suicidal thoughts and ideation–giving the person an opportunity to hesitate, reconsider and seek help. DAV supports H.R. 9819, in accordance to DAV Resolution number 224, which calls for program improvement and enhanced resources for VA mental health programs and suicide prevention efforts. In an op-ed for the Baltimore Sun, NICJR Executive Director David Muhammad details our work with the Maryland Department of Juvenile Services to launch the Thrive Academy – a data-informed, youth development and violence intervention program that provides intensive community-based services to DJS-supervised youth who are at very high risk of being involved in gun violence. NICJR’s comprehensive assessment found that nearly two-thirds of youth known to DJS who are involved in shootings had previously been charged with a felony crime of violence and many had clear and immediate risk factors for violence.
