It starts by Citizens making an error in the renewal estimate, such as forgetting the Homestead Exemption, leading to a HUGE year over year estimated premium renewal. Citizens then uses this mathematically incorrect estimate to force depopulation because the estimate is within 20% of private market insurance by sending a depopulation letter- providing no way to dispute and no revision of the estimate even if proof of Homestead Exemption is provided. Then, after formally depopulating, Citizens offers to write a new policy, beating the private market insurer by 20% to allow rewrite, but increasing the yearly premium by higher than state law allows for YoY renewal increases. Is it merely a mathematical error with no checks in place to catch or resolve? Or is it consumed fraud to circumvent state law, raise premiums unchecked, and inflate depopulation numbers?
