If I could choose one thing that would make a difference to NSW children in #OOHC it would be to have specialised teams for children entering OOHC for the first time. Evidence is clear that the longer a child remains in OOHC the higher the risk of moves in care over time, compounding trauma and making it harder for children to have a safe and stable childhood. Specialist care teams, building trusted relationships, are what is most needed to maximise opportunities for children to return safely to family or kin. Barnardos Australia #ChampionsforChildren

These numbers are alarming, and they are not new. (These figures represent Lucas County, not just Toledo.) While not the worst in Ohio, they are well into the lower half – and Ohio's overall numbers aren't good.
