Clarifying the Distinction between Reintegration and Transition in the Shift to Family-Based Care model As I engage with Charitable Children’s Institutions in Transitioning to family and community-based care model, a recurring question arises: What is the difference between reintegration and transition? To clear up any confusion, it's important to recognize that both are forms of transition, but they address different aspects of the process: Organizational Transition – This involves transforming the institution into a Child Welfare Program, as outlined by transition and child welfare guidelines. Child-Centered Reintegration – This focuses on reintegrating the child into family or community-based care, guided by a structured case management process. For transition to be successful, both processes must be carried out in a safe, effective, and sustainable manner. This ensures that the organization can continue to thrive within its new model, while the child is reintegrated into a stable, nurturing family environment where they can grow and thrive. The alignment of these two pathways is essential for the long-term success of transitioning from residential care to family-based care. Only by addressing both the organizational and child-centered aspects can we ensure a holistic and sustainable shift that benefits everyone involved. There is a great article from our friends at Binti - Duke Storen and Felicia Curcuru: “Enhancing Kinship Care Placements: Challenges, Success Factors, and Technological Solutions” featured in the Policy & Practice, Winter 2023 edition, from APHSA -- American Public Human Services Association Increasing #kinship care is crucial to increasing permanency for children and youth in the child welfare system. We’re doing what we can to help by identifying people mentioned in the narrative who might be a support for the family. On average, Augintel identifies 28 more people from the case narrative than are identified in structured data fields alone. Today in Kakamega, I had the opportunity to facilitate a session on phase two of the transition to family and community-based care. The session began with a recap of phase one, we reviewed the child welfare programs guidelines introduced last year. This was crucial, as prior to their release, we had already trained practitioners on the legal framework. The guidelines brought clarity, and it was a pivotal moment for the practitioners from Charitable Children’s Institution, who realized that many of their current efforts were already aligned with the four pillars of child welfare. As we transitioned into phase two, the conversation shifted. The focus was now on aligning their programs more closely with the new guidelines and fully adopting the family and community-based care model. This realization sparked excitement among the team as they understood that the fear of closure could be alleviated. By transitioning, they not only ensure the continuity of their programs but also maintain donor support while expanding their focus from individual children to supporting households and communities. The session's primary objective was to assess the organizational, programmatic, and adaptive capacities needed for this transition. We conducted a thorough review of the CCIs' mission, vision, and core values, followed by a SWOT analysis. We then mapped out their current state, focusing on both primary and secondary beneficiaries, and identified clear impact goals. We also reviewed their programs, staffing structures, and key partnerships. This exercise, using visual tools like sticky notes and flip charts, provided much-needed clarity on the organization’s direction and future objectives. This session laid a solid foundation for defining the next steps in transitioning to a new model, fully aligned with the child welfare guidelines and the broader care reform agenda.
