What differentiates the schools that teach all kids (even very poor kids) to read proficiently and the ones that don't (yet)? I was a bit surprised to learn my home state of Colorado had zero schools that qualified to be on the 60/80 list. Then I went digging and discovered 29 states plus Washington DC are all in that same sinking boat. That leaves 21 states that have at least one positive outlier school: A school that teaches even their poorest kids to read well.
