Yes. I worked on the Amtrak NorthEast corridor, improvements for Acela Hi Speed Rail, to reach top speed 150MPH. Yet, the difference between 79MPH Regional and 150MPH Acela from NYC to Boston was approx 45-min overall due to the numerous Stops.

The differences are marginal if one does the math. It's the number and spacing of stops that make the significant difference.
