LinkedIn Post 3 2024 Part 1: Safety Issues related to the use of ?“TOO” much hired staff for Aviation maintenance work. Dear Readers, I take part in a Dutch Media investigation by Jan Salden, Zembla Research Journalist about the problem with Hired Mechanics with Aviation Maintenance companies. Due to lack of experienced maintenance staff with many airlines more and more companies rely on the hiring of temporary staff to fill the gaps in their staff rosters. In the EU this is limited by law to about 50% max. This is often easily bypassed so it happens in many companies 1 or ?2 B1/B2 licensed engineers work with 8-10 Unknown staff mechanics. To handle them and perform the required maintenance and still comply with the proper way of handling maintenance where, According Part 66 rules for Support staff requires that the engineers who are in the position of Support staff becomes next to impossible. Let me give you an example: the regulation Part 145 requires that the support staff, when they determine “who does what” at the beginning of shift they should determine that “when they perform their duties of verifying to ensure that the work done is according the rules to ensure the jobs is done correctly, the proper tools are being used, the adjustments etc are properly check, the right materials have been used etc. etc. It ?is my experience after 42 years having worked as B1 engineer in hangers, Platform, foreign countries that an maintenace engineer "has to be able to determine if a person requested to perform a particular task is qualified to do that task. Example 1: Brake replacement where: ?Wheel and Brake both have to be removed after the aircraft has been jacked up and the brake, hydraulic lines, temp plug etc are removed and replaced. This basically is not too complex for experienced mechanics and your verifying the ask could be performed, while not being there all the time, just show up at the Hydraulic pressure check and when the wheel has been reinstalled and torqued to see that all runs smoothly. Example 2: A Hydraulics power steering pack has to be replaced, and in this case, you have never done this yourself (or not recently on this particular aircraft type). To comply with verifying as support staff, that the work is done properly, having to do the double check for primary Flight Controls maintenance, you can only perform that according to the regulations by doing this work as Support staff by being present the whole time, on or eventually together with a mechanic. And then you have to contact another?Engineers not involved in the task to do the double check. Now the Support staff dilemmas: See part 2.

When Safety Steve was walking Octavio’s site this week, he asked Octavio “Why do you put the scissor lift inspection forms on the outside of the scissor lift?” Octavio replied, “ When you put the inspections on the outside everyone can see them, and there is no excuse why the inspections were not completed.” Great job holding the crew accountable! ?
