This gives rise to the question as to how #EU countries choosing to adapt the USO #scope will stay compliant with the core requirements of the EU’s postal #regulatory framework. Such national changes reflect the fact that a #postal service provider’s highest #costs arise from last-mile delivery. Therefore, a country can provide postal operators with significant additional #flexibility and commercial freedom by allowing them to achieve efficiency gains with a relaxed or even completely removed USO. The Czech Ministry of Industry and Trade?consulted?until 14?February 2024 on its draft amendments to the Postal Act. The main areas of the proposed changes included: - #universal service quality and net cost #compensation; - aligning postal user protection with the general #consumer protection regulations; and - #wholesale access to the postal infrastructure. The draft provisions were partly based on input from the ?Tú, the #Czech #postal #regulator. Within its regulatory practice, the ?Tú identified the need for more flexible #regulation of the universal service,?enhanced user protection, specification of conditions for doing business in the postal sector, and more efficient gathering of #data. The draft provisions would represent the first substantial change to the Postal Act since 2012, when the #liberalisation of postal services in the Czech Republic was completed. The draft amendment aims to align postal regulation with new #trends in the postal sector. Such trends include a decreasing volume of #letter items and a growing volume of #parcels due to factors such as #e-commerce, #digitisation, parcel #lockers and new business models.
