Small businesses are treasured community assets and provide pathways to economic security for many Black, Indigenous, Latinx, and Asian entrepreneurs and their families. They also have the potential to be a key part of revitalizing downtown San Francisco. But small businesses in San Francisco face multiple challenges: complicated permitting, high fees, escalating costs, and a sluggish post-pandemic recovery, especially in downtown areas with reduced foot traffic. City leaders can fortify San Francisco's small business ecosystem to create a better environment for entrepreneurs to operate downtown. Our research, drawn from a literature review and interviews with city staff, small business owners, and nonprofits, pinpoints seven interventions that would make a difference. Recognizing the critical importance of small businesses as engines of local economic growth, Dickenson County is exploring strategies to revitalize its small business sector and foster an environment conducive to entrepreneurial success. A recent report developed by Katharine Barbour, a Master of Public Policy candidate and Tadler Fellow at the University of Virginia, paints a sobering picture of the trajectory of our small business ecosystem. The report highlights a concerning 60 percent decrease in new establishment openings between 2001 and 2021 and projects the complete decline of the county’s small business ecosystem by 2040. Titled “Addressing Declining Small Business Dynamism in Dickenson County, Virginia,” the 45-page analysis combines peer-reviewed research and interviews with community members, which highlighted a local desire for improved communication about available resources, opportunities for entrepreneurial education, and increased community engagement. ???????
