Habitat’s Jeff Head met with The Real Deal's Emma Whalen to discuss Illinois’ #AffordableHousingPlanningandAppealAct and the significant challenges it has faced over the past 20 years. As Vice President of Development at #HabitatAffordableGroup, Jeff highlights a crucial issue: the additional costs—both financial and emotional—developers face due to the extensive educational and political processes involved. As Jeff states, "Affordable housing gets a lot of people’s nerves agitated as it is. If there is a big education process and a significant political argument involved, it increases the financial cost and the emotional cost of going in and digging into an argument for a project that a significant portion of people don’t want." The recent amendments to the law aim to address these challenges by allowing local housing nonprofits and potential residents to appeal the denial of affordable housing proposals. These changes may provide a much-needed boost to affordable housing initiatives across the state. RECOGNIZING THE RIGHT TO HOUSING: Why We Need a Human Right to Housing in California (2023)- PDF: https://lnkd.in/eN8ihR6A California is at the epicenter of houselessness crisis in the United States. Over half of the nation’s unsheltered people and a quarter of all unhoused people live in California, despite the fact that California residents make up only 12% of the nation’s population. This is largely due to the state’s skyrocketing housing costs, lack of affordable housing, and stagnating wages. The burdens of California’s affordable housing shortage and resulting houselessness crisis raise grave humanitarian concerns and fall disproportionately on Black and Brown residents. As this report demonstrates, enshrining a fundamental right to housing in the California Constitution is a necessary step to effectively address the growing housing crisis at the state level. Guaranteeing every person the right to housing provides an important government obligation and legal tool to ensure that Californians have access to affordable and adequate housing. This rights-based approach is supported by a rich body of international human rights law and will bolster California’s existing Housing First policy, based on decades of empirical evidence that houselessness is most effectively remedied by access to permanent and stable housing, with minimal requirements for entry. The report notes that the notion of housing as a fundamental human right is not new. President Roosevelt introduced the idea of a right to a “decent home” in his 1944 State of the Union address, and in 2020, President Biden ran on a platform that “[h]ousing should be a right, not a privilege.” At the international level, the United Nations (“UN”) recognizes housing as a human right that is essential to human dignity and to maintaining an adequate standard of living. Finland’s approach to houselessness provides an illuminating case study; the country 6 enshrined a right to housing in its constitution over twenty years ago and has seen a steady decline in the number of people experiencing houselessness and an increase in the availability of affordable housing. We are disappointed, but not shocked by Mayor Sheng Thao’s new executive order ramping up encampment sweeps throughout Oakland. Emboldened by the recent Johnson v. Grants Pass Supreme Court decision, the Mayor of Oakland issued an Executive Order on September 23rd which criminalizes homelessness by directing police and other City departments to remove unhoused people from encampments, even though the City itself acknowledges that there may not be any shelter options available to them. We clearly see that directives like this will not help unhoused community members find shelter, nor will they bring additional safety to the unhoused or any other Oakland residents. Instead, they will force our unhoused neighbors out of the most visible areas of our city into other neighborhoods or more precarious living situations. At EBHO, we believe that housing is a human right. Mayor Thao’s executive order runs counter to our mission, vision, and principles of a racially and economically just East Bay where everyone has a safe, stable, and affordable home. While we understand and work within the constraints of our current economic system, we believe that human well-being should always come before property rights or investor concerns and that our policies should evolve to reflect those priorities. The San Diego Housing Federation is deeply saddened with the recent Supreme Court decision in Johnson v. Grants Pass. There is only one way to solve the affordable housing crisis - a home. ? This ruling takes us backwards and strips long standing constitutional protections that have protected our unhoused populations from cruel and unusual punishment; this decision leaves them even more vulnerable and shifts the burden away from elected leaders towards law enforcement. ? Furthermore, the decision neglects to address the core issue: the nationwide shortage of affordable housing has been exacerbated by a lack of dedicated resources for building such homes. This critical challenge demands comprehensive solutions, not the abandonment of those most in need. ? We at the San Diego Housing Federation stand in solidarity with our unhoused neighbors. It’s a special opportunity when four mayors get together at once, especially when they all hail from the same region. Last week, the Westside Urban Forum convened the mayors of Santa Monica, West Hollywood, Beverly Hills, and Culver City to discuss the pressing issues impacting their communities. The mayors conceded that cities are too late to several crises, but they are working hard to build targeted solutions. Here’s a few takeaways: (1) Affordable housing is a genuine crisis, with the State’s housing policy seemingly at odds with local government’s ability to execute. (2) West LA is losing its diversity because wages haven’t kept up with rising housing costs and the local housing stock hasn’t kept up with demand. (3) Communities in west LA have a complex relationship with the City of Los Angeles, where the homelessness crisis is having major spillover effects and not enough progress is being made. (4) Everyone wants less cars, more trees, and bolder action on climate change, which is creating heat islands across the region. (5) City leaders feel the weight of the world on their shoulders and they and their teams are working to positively impact what are complex and systemic challenges.
