Chances are they were initially engaged by the person who is looking for the solution, so they already know them, and that is enough. The reason they want all the names is for their future sales opportunities and to push for approvals, outside of your internal processes.

13 is funny to me, feels like I spent the first half of my career in procurement trying to figure out who the internal stakeholders were when the sales guys were telling me somebody wanted to buy something

Agree Brad Veech . And procurement should always be asking the Supplier for their org structure and get names of who approves a special deal like ours?
