The concept of Public-Private Partnerships (PPPs) dates back thousands of years. In ancient times, early forms of these collaborations were used as legal instruments for infrastructure development and service provisions under the Roman legions, demonstrating the long-standing recognition of the benefits that can be derived from the collaboration between the public and private sectors in delivering public services and infrastructure. In recent times, while the specific arrangements, and scale of these partnerships have changed, the underlying principle of utilising private sector efficiencies and resources for public benefit has remained consistent. What has changed, is how PPPs are increasingly being held accountable to social and environmental standards, with private companies bidding for contracts required to demonstrate sustainable performance. In this article, TBH Director Stuart Cassie?(Strategic Advisory Services) discusses the evolving role of Public-Private Partnerships?in promoting sustainable infrastructure development. The National Association of Black Women In Construction's (NABWIC) #BillionDollar luncheon in Transportation Contracting Opportunities this week is sure to open doors for small and minority businesses. I want to highlight that a big reason for that is the remarkable work of the Equity in Infrastructure Project (EIP) founded by Phil Washington and Porcari John D.. I’m thrilled that Phil will be speaking at the luncheon on Friday. Thanks Southeastern Pennsylvania Transportation Authority (SEPTA) for being one of the first signers of the EIP Pledge. The EIP is ensuring that President Biden's historic Bipartisan #InfrastructureBill will advance equity in our country. The much-needed injection of investment into infrastructure will connect historically disadvantaged and underserved communities to jobs and economic opportunities. EIP has championed this by signing MOUs with key agencies. The MOUs pave the way for small and minority businesses to compete for work with the signed agencies, without undertaking additional paperwork. I attended a historic MOU signing a year ago between the EIP and Dorval R. Carter, Jr., President of the Chicago Transit Authority, as well as Leslie Richards, General Manager of the Southeastern Pennsylvania Transportation Authority (SEPTA). Excited that they will be at the virtual luncheon to provide much-needed information and insights to small businesses who are ready to play in the big leagues. Registration is free. Mark your calendar for 2/13 @ 11 a.m. EST and join Urban Institute for a forward-looking discussion on the future of federal small business supports featuring Urban Institute President Sarah Rosen Wartell, US Small Business Administrator Isabel Guzman, President and CEO of the National Association for Latino Community Asset Builders Marla Bilonick, and an esteemed panel of speakers. Small businesses weathered recent #economic challenges better than most observers expected. Yet the #smallbusiness share of both gross domestic product and #employment has been declining for years. Unprecedented federal support helped businesses survive and grow during and after the COVID-19 pandemic. And the federal government will continue to offer a broad range of help with capital access, developmental services, and procurement. But more than 70 years after the landmark 1953 Small Business Act, it is time to rethink how federal tools can remain relevant and effective in the face of exceptional technological, economic, financial, business, and demographic changes.
