The EPR legislation now means brands are responsible for the entire lifecycle of their products ?? from design to disposal, ensuring that waste management is built into the business model. ??The consumption of textiles has the fourth highest impact on the environment and climate change in Europe, after food, housing, and mobility. ??Textiles are one of the top three pressures on water and land use, and the top five regarding raw material use and greenhouse gas emissions in the EU. ?? The UE develop a plan for the fashion industry to make it adopt circularity, reduce its environmental impact, and boost the European economy by promoting new circular business models. New Wave of Sustainable Fashion Policies As of late 2023, the European Union is set to enforce up to 16 new laws impacting the fashion and textile industry starting in 2024. These regulations aim to drive sustainability across the entire value chain, affecting both consumers and companies worldwide. Key upcoming changes include: EU Strategy for Sustainable and Circular Textiles: Launched in June 2023, this strategy is designed to achieve climate neutrality and promote circularity in textiles, aligning with the European Green Deal and Circular Economy Action Plan. Digital Product Passport (DPP): Starting in 2030, this framework will mandate transparency in product information, pushing firms to support the transition to a circular economy. EU Green Claim Directive: This directive combats greenwashing by requiring companies to substantiate their environmental claims with independent verification. Waste Framework Directive (WFD): The revised directive introduces Extended Producer Responsibility (EPR) schemes, which will impose fees based on the circularity and environmental performance of textile products. This also includes microenterprises. Corporate Sustainability Reporting Directive (CSRD): Companies, including non-EU firms generating over €150 million in the EU market, must report social and environmental information under a standardized framework. Supported by the H&M Foundation, this paper provides strategic guidance for building a sustainable, circular future. As Cambodia prepares to graduate from the United Nations’ Least Developed Country (LDC) status, the GFT sector faces both challenges and opportunities. With over 136,000 tonnes of textile waste produced annually, shifting to a circular model could reduce environmental impact and add value. This report offers clear recommendations for advancing circular practices, aligning with EU sustainability directives, and supporting policy improvements.
