Thanks to Canary Media for a very comprehensive article on SB 1221, a bold and innovative bill authored by Senator Dave Min that offers an opportunity to pilot a future where utilities invest in communities instead of pipelines, an approach known as neighborhood scale decarbonization. The bill is currently awaiting signature on Gavin Newsom's desk! Neighborhood scale decarbonization is such a key aspect of a just transition to a zero-carbon utility system. It helps refocus ratepayer investment into clean and healthy communities, prioritizing communities most impacted by pollution and least able to afford the necessary retrofits to their buildings. It is a program model that works well for organized labor, ensuring quality installation, living wages, and a potential transition pathway for workers employed to support our existing gas system. What's more, it offers a pathway to avoid future gas rate spikes and billions of dollars of stranded assets for utilities. We need to pilot this approach now to learn how best to deploy this strategy as we work towards achieving our climate goals. I worked hard on this bill alongside BDC's own Jose Torres, NRDC (Merrian Borgeson and Kiki Velez) and EarthJustice (Matt Vespa); but many many members of the clean energy community and beyond contributed to this effort. Milwaukee resident Danny Miller's earned $12,000 in tax rebates for #energyefficiency improvements, showing the SAVINGS these initiatives create for communities. The Affordable Clean Energy Plan, backed by President Joe Biden, is propelling Milwaukee towards ambitious climate goals, including a 45% reduction in greenhouse emissions by 2030 and achieving net-zero emissions by 2050 promising savings for Wisconsin households through energy efficiency upgrades but also creating #cleanenergy jobs, particularly for underserved communities. With an investment of $1.8 billion targeted at low-income homes and additional funds for #weatherization and housing sector resilience, #Wisconsin is building a clean energy economy. CEP is proud to be a recipient of the Portland Bureau of Planning and Sustainability's Portland Clean Energy Fund (PCEF) grant. During this third round of funding, CEP?is ready to expand our impactful work, retrofitting an additional 200 homes in Portland with energy-efficient upgrades. These retrofits save vulnerable residents approximately $1,000 per year on energy bills and spare the environment from harmful carbon emissions. CEP's services exemplify how PCEF and local climate initiatives can empower and uplift communities, providing both environmental and economic benefits. The Hopi Tribe is a chronically underserved, disadvantaged, coal-impacted community that suffers from high poverty rates and extreme energy inequity. 35% of Hopi households do not have electricity access, and households that are grid-connected suffer from frequent and extended outages.
