Automatic emergency braking is now the law of the land, and all new U.S. passenger cars must carry automatic emergency braking (AEB) by 2029. While most new cars already offer AEB thanks to a voluntary industry agreement, these systems lack mandatory performance standards, meaning their effectiveness can vary greatly. The new regulations address this by setting clear requirements for AEB, which include the ability to automatically stop for other vehicles and pedestrians, even in low-light conditions. While it is designed to prevent rear-end and pedestrian crashes, the new rule has broader implications. Reading between the lines, the emergence of automated driving features requires laying the groundwork now for regulating future automation. By requiring AEB now, authorities can gain experience and establish standards to address the challenges that have already arisen with driver-assistance and fully self-driving cars. From human drivers who have adopted bad behavior when using driver assistance to very much a work-in-progress self-driving cars, automatic braking is one way to address and hopefully minimize injuries and fatalities. Another major implication is the rule attempts to address drunk driving, which is a persistent problem. In 2023, there were more than 200,000 DUI-related crashes in California alone. More broadly, 32% of all traffic crash fatalities in the U.S. involve drunk drivers. Short of mandating breathalyzers in vehicles, AEB systems would presumably help minimize those incidents. When you read through the new rule, there are a few loopholes and caveats. The rule doesn't require that the systems spot people on bicycles and scooters. Given that nearly 1,000 bicyclists die?and over 130,000 are injured in crashes that occur on roads in the U.S. each year, that's a glaring omission. The other is cost because the new technology will likely have automakers passing off them off to buyers resulting in an increase in prices estimated at $354 million per year, or $82 per vehicle. Some will question whether the new rules are necessary, but here's a sobering consideration. Automatic emergency braking is making progress at slow speeds: AAA The technology helped model year 2024 vehicles?avoid 100% of crashes at 35 miles per hour, but work is still needed to improve safety at higher speeds. Automatic emergency braking technology is highly effective in reducing crashes at slow speeds, particularly in newer vehicles,?according to an?October study?conducted by AAA. The insurance and financial service company found that model year 2024 vehicles equipped with automatic emergency braking avoided 100% of forward vehicle crashes at speeds of up to 35 mph. Meanwhile, model year 2017 and 2018 vehicles with older versions of the technology avoided just 51% of such crashes. Standardization Makes the Best Technology Examples of standards applied to passenger vehicles are in the thousands. That’s what makes operating a motor vehicle easy and simple.??There is dependability – no guessing where some feature is located or how to turn it on; it’s standard on all vehicles. This high level of standardization is, first and foremost, compliance with the very high safety standards mandated by the National Highway Traffic Safety Administration (NHTSA).??Examples are uniform throughout the automotive industry and include: air bags, seat belts, windshield wipers and anti-lock brakes. No matter what make or model you buy, you can depend on these features being there and working as they are supposed to, without any help from?the driver. Why then, would?vehicular heatstroke?prevention, where babies and children suffer serious injuries or fatalities be left to?individual manufacturers???The features an auto company uses to differentiate it from others are usually cosmetic – cabin lighting, sound systems, electronic communications systems – each company stamping its brand, its image on its fleet of vehicles. We buy because we like certain features. But the important things – the features that save lives are all there too. They are standardized We respectfully request that NHTSA adopt, for all passenger vehicles, one standard, universal technology to prevent vehicular heatstroke.?An embedded system that cannot be disabled, that mitigates the dangers of excessive heat in the cabin, and that results in the potential for saving lives of passengers trapped in the hot car is what is needed today.
