Retrofitting of millions of older buildings so they don’t get flooded is the needed step now. That reduces damages, preserves property values, property taxes and creates a lot of jobs. Flooding happens but flooded buildings don’t have to happen.

Not surprising. I've tried many times to address this vulnerability early in land-use and long-range planning. It's really hard to sell even "common-sense" risk reduction policy at the local level. Easy to see and document the benefits, another story to try and sell it to the community.
