Just echoing Frank's position: '....consumers...want safe food & we simply cannot afford to have a patchwork of food safety standards..' A fragmented approach to Food Safety standards do result in protracted responses to emerging risks or new Food-borne pathogens. Inconsistent standards increases the risk of Public Health incidents. If one region has more stringent standards than another, products meeting the lower standards may enter the market, potentially posing health risks to consumers. For timely identification and management of potential hazards, we need an integrated, collaborative, harmonized standards and coordinated efforts. We cannot afford to lose this battle, if we're genuinely manufacturing food to consumers who want safe and high quality foods. Taking a cue from CATALYSE Project EU, we continue to work towards establishing common principles and guidelines to enhance Food Safety on a local and equally global scale.
Yet another example of states wanting to go beyond federal requirements on food safety, because they feel federal regulators are not moving fast enough. Remember, consumers nationwide (in all states) want safe food & we simply cannot afford to have a patchwork of food safety standards across the U.S. In todays environment of increasing state activism on food safety, federal food safety standards can’t wait. The time for action is now. We need a) strong federal leadership, b) federal standards that can keep pace of change in scientific understanding, and c) greater federal-state collaboration. It CAN be done.

Having a patchwork of diffrent state regulations like Rudy's law below and California's Prop 65 creates an environment which may ultimately hurt consumers more than the harm done by the substances they seek to regulate. Food prices rise when the cost of doing business goes up and competition goes down. Many small businesses don't have the resources to retain full-time regulatory specialists, increasing the barrier to entry. Medium and large businesses will see their costs rise as they must implement new programs and retain more administrative personnel. Consumers ultimately bare these costs and those on the lower rungs of the economic ladder will adjust their consumption. Nutritious, healthy, foods are more likely to be pushed out of reach by food inflation, this has long-term health implications for the population at large.
