With little fanfare, the Biden administration announced on September 30 new changes to the restrictions on opportunities to request asylum at the southern U.S. border, originally implemented in June 2024. These changes apply to how the number of “encounters” with migrants seeking safety will be counted, and the length of time that daily encounters must remain below the threshold of 1500, in order for restrictions to be lifted.
