I’ve been focusing on providing Broadband to Homes and Businesses for longer than I can remember. From my early days at Cox Communications where we rolled out the first pre-DOCSIS broadband service over Coax, broadband access has come a long way. My experience has taught me that every technology has its place. While fiber is the preferred medium going forward, it’s very expensive to install and is subject to catastrophic events like what we are seeing today with Helene and now Milton. My entire career has been focused on providing “wireline” access due to the quality and speeds supported by it, but recently there has been a shift to more and more wireless deployments as both spectrum and technology has become readily available. Because of this evolution, I am now focused on providing broadband technology that embraces “The Air” as a viable transmission medium. With today’s focus on service restoration after Hurricane Helene and potentially Hurricane Milton, “The Air” as a transmission medium has taken on an even more important quality, restoration times. These storms can absolutely decimate a service provider’s physical plant and restoring that plant takes significant capital, supplies, resources and possibly worst of all, Time. If an operator could simply take their existing surviving infrastructure and extend that to and through the affected service areas and do so in days, not months, with speeds equivalent to what was offered pre-storms and at a fraction of the cost to rebuild, shouldn’t you be looking at that ? Air wireless has a limited number of Fixed Wireless base stations and building mounted Antennae that we are willing to loan to operators affected by the recent storms, we can train your resources to install the equipment, or we can work with you to help secure resources to do so on your behalf. Fires in Yukon & NWT highlight chronic problems in Canadian telecom infrastructure policies & regulatory / investment model. Change is needed! Given these latest issues - and my own growing concern for Canada's position & chronic telecom problems - I would like to note that over the next few weeks I will be #publishing a set of independent #policy #whitepapers that I have developed, with a series of significant innovative telecom policy #recommendations for #Canada, and a new proposed telecom / RF spectrum #model to help fix Canada's chronic rural #digitaldivide + bolster #competitive forces + improve the lackluster #reliability & #resiliency seen in Canada's telecom systems. There has been much #frustration from civilians given these recent multi-day cell / internet / landline #outages impacting areas in Canada's Northwest Territories, Nunavut and the Yukon. These outages and lack of #fallback planning & lack of resilient network design are an #unacceptable state of affairs for a G7 nation, and for Canadians living in these jurisdictions. Failure of telecom #infrastructure during a #disaster has been shown in studies to compound fatalities, and worsen #911response outcomes during the #GoldenHour of emergency operations, due to an inability to coordinate #FirstResponder field efforts. Federal & territorial entities working in the recent NWT & Yukon fires - including #EmergencyManagement, Fire crews and RCMP - along with civilians calling 911 for emergency help - have all been impacted according to news reports & civilians posting on social media. Sadly this poor state of affairs is simply yet another highlight of the serious #weaknesses in Canada's current #telecommunications infrastructure policies. We need change in the legacy approaches of #ISED and #CRTC to addressing telecom infrastructure reliability. Canada's legacy regulatory approach has been to the detriment of competitive forces & has not mandated #requirements for resiliency or reliability of telecom #designs. It has also not addressed the needs of critical infrastructure entities. We see the poor results of Canada's current #Federal telecom regulation approach, with #failures year after year - from telecom failures during Hurricanes Dorian & Fiona, #cellular outages during mass gatherings & special events such as the Raptors Day parade, failures during recent BC flooding events, failures during the Ft. McMurray Wildfires, failures with TTC's unconnected underground for 10yrs, national scale carrier outages on good days, and the list goes on & on. The good news is we can do #better - and I will be releasing my personal thoughts on key #actions Canada needs to take to build a more resilient telecom system over the coming weeks, in a set of #independent whitepapers. A very informative article on emergency alerting in the Globe & Mail. When cell towers go down in extreme weather disasters (fires/floods, etc.) they can often take out Land Mobile Radio (LMR) systems operating on those same towers used by first responders, rendering both communications systems inoperable across an entire jurisdiction. In contrast, existing high-power/high-tower TV broadcast infrastructure operates as a completely separate data delivery system supporting PACE planning in emergency scenarios. Using the new ATSC 3.0 terrestrial IP-based broadcast transmission standard, you can geo-target specific areas with instant updates delivering emergency messaging to unlimited users over a wide geographic area. Being IP-based, ATSC 3.0 data delivery can also converge with cell and internet delivery systems offering capacity multiplication in service when cell/mobile traffic loads become highly congested in crisis/disaster situations. Our Humber College Broadcast-Broadband Convergence B2C Lab is deploying Canada's first broadcast emergency response network for both first responders and public alerting applications. The same ATSC 3.0 signal can also offer complementary PNT (GPS) service during loss/denial of satellite-based GPS. We are supporting global innovation in Canada, working with a world-class team of experts including Fred Engel, CPBE, ATSC3, PBS North Carolina, Red Grasso, along with Chris Lamb and Anthony Sammarco of Device Solutions Inc who have developed a leading edge broadcast emergency paging solution for first responders.
