MY TOP THREE PLANNING STORIES OF THE WEEK ?????? My selection of planning stories from the w/c 4 November below. 1.???Secretary of State calls-in applications for 8,400 dwelling development The two planning applications, relating to a development in Kent, were called in by the Secretary of State shortly before the development was to be considered by Swale Borough Council’s planning committee with recommendations for refusal. The two applications in question were validated by the Council towards the end of 2022. The officer reports for the applications included proposed reasons for refusal (across both applications) relating to ecology, heritage, development in the countryside, landscape and visual impact, impact on the Kent Downs National Landscape, ancient woodland and trees, archaeology, transport, air quality, noise and the absence of a planning obligation. A statement from the vice chair of the Council’s planning committee revealed that the Council had only been notified of the decision to call in the applications less than three hours before the meeting of the Council’s planning committee. 2.???Case on nutrient neutrality granted permission to proceed to the Supreme Court This week the Supreme Court granted permission for C G Fry to appeal to the Supreme Court. The case concerns whether appropriate assessment under the Habitats Regulations can be required at the discharge of conditions stage in relation to development in respect of which planning permission has already been granted. A hearing date is awaited. 3.???Clean Power 2030 report published The National Energy System Operator’s report looks to advise on how clean power can be achieved by 2030. The report summarises that clean power by 2030 “will only be met by doing things differently, by prioritising pace over perfection and by working together across the industry towards a shared vision” and would need an investment programme averaging £40 billion or more annually. The report finds that flexibility of demand and supply will be key and that there will be no path to clean power without mass deployment of offshore wind (of double the highest rate ever achieved in Great Britain), together with onshore wind and solar. Two pathways are explained in the report. One of these is “new dispatch” which looks at growth in renewables and deployment of new low carbon dispatchable power (CCS and hydrogen) alongside highest nuclear capacity. The other is “further flex and renewables” which includes the highest levels of societal engagement with higher residential and industrial demand flexibility and more storage, together with fast deployment of renewables (with 50GW of offshore wind) but no new dispatchable power. #planning #nutrientneutrality #top3

By utilizing the method of exploratory process tracing, we show how the coalition intervened to shape policymaking on offshore wind development. Our research shows that this success is due to the Maine coalition's ability to draw on cross-scale political resources, undertake multi-pronged campaigns to challenge the beneficiaries of the status quo, and to develop negotiated policy solutions acceptable to key constituencies. CRES sent a?letter?to U.S. House and Senate leadership urging immediate passage of the Reinvesting In Shoreline Economies and Ecosystems Act?(RISEE Act)?before the 118th Congress adjourns. The legislation is led by Senators Bill Cassidy (R-La.) and Sheldon Whitehouse (D-R.I.). The RISEE Act, which the Senate Committee on Energy and Natural Resources advanced with?strong bipartisan support, promotes energy development while mitigating the impacts of climate change by making our coastal communities more resilient and creating opportunities for clean energy development. This week I had the privilege of participating in the Alaska Sustainable Energy Conference, where I witnessed first hand the exciting advancements in the state's energy transition. Alaska, the largest state in the U.S.(2.5 times the size of Texas!), is home to over 200 native tribes, vast mineral resources, and the world's third largest cargo port in Anchorage.
