Our lively discussions were instrumental in proposing impactful solutions for climate actions and ways to enhance community engagement. One strategy used by climate movement actors to raise the salience and increase urgent attention to the climate crisis, is to frame it as a threat to national security. While well-intentioned, history shows us that once an issue is securitised, it justifies all sorts of abusive practices. Threats to national security are considered grounds for exceptional actions by states, and a legitimate basis for restricting human rights under international law. Issues that are securitised are taken out of the domain of public discourse, with state actions shielded from public accountability. We know that the scale of the climate crisis is set to dramatically expand in the coming decade and migration driven by climate change will inevitably increase. But how the world responds is not determined. A fear-based hard security response will create the perfect storm of border militarisation driving development of even more invasive and pervasive surveillance technology, powered by AI. We'll see far more naked displays of unaccountable collaboration between the State and Big Tech, in the interests of power and money, and never in the interests of the people (looking at you Musk, Zuckerberg, Trump ??). Ironically, the only thing preventing this taking off faster is that the Alt Right in the US don't believe in climate change... But for how long? There's a window of opportunity for progressive movements to get ahead of this and shift the narrative away from securitisation as a solution and towards climate justice for all. Through my work with Civic Futures I've had the privilege to be included in these kinds of cutting edge discussions around what's the next big thing that will drive authoritarianism and closing civic space. I'm excited that research we supported on this forward-looking topic, led by experts at the LSE in civic space (Iavor Rangelov and Marika Theros), is about to be published and launched in the next couple of weeks. It's time for a bigger conversation among progressives about how we can move beyond defensive strategies, and start to think ahead to steer the future towards more just solutions.
