The U.S. Air Force is requesting $329 million in its 2025 budget to purchase a single C-40D. What's a C-40D? It's a VIP/senior leader transport aircraft for the "Top Five users". That includes the vice president, first spouse, secretary of state, secretary of defense an chairman of the joint chiefs of staff. At a time when the USAF is divesting combat aircraft - cutting procurement of F-35As and F-15EXs by six aircraft each in 2025 due to "ficsal constraints" - why is the service spending more than a quarter billion dollars on a non-combat aircraft? The Air Force received its first combat-ready F-15EX Eagle II fighter this month. ?? The Boeing-made jet was flown from the company’s facility in St. Louis, Missouri, where it was built, to Portland Air National Guard Base in Oregon. It is the first of 18 F-15EXs to be completed at the St. Louis factory that will be assigned to the Air National Guard’s 142nd Wing in Portland, and the first of nearly 100 operational F-15EXs expected to be delivered to the Air Force overall. "Metal shavings in contaminated fuel, incorrectly assembled parts, and a plastic scraper protruding from a wing fold were among the faults discovered in 5 new #F35C #JointStrikeFighters delivered to a United States Marine Corps #fighter squadron in California in 2023, according to a memo obtained by Defense News. #MarineFighterAttack #Squadron311, or #VMFA311, at #MarineCorps Air Station #Miramar in San Diego discovered an array of problems with its Lockheed Martin -made #F35's that ultimately required more than 700 hours of work to fix and wasted more than 169,000 pounds of fuel, the Jan. 7 memo said. The memo was written by VMFA-311 commander Lt. Col. Michael Fisher, who described a pattern of “persistent aircraft delivery discrepancies and premature component failures.” Fisher’s memo was approved by Col. William Mitchell, commander of Marine Aircraft Group 11. This article hits pretty close to home for me. I served as a Patriot Air Defense Artillery officer in the Army. I was the officer in charge during 24-hour operations shifts in South Korea in 2003 during peacetime. It was hard keeping the system up and running and maintained in that environment. We relied heavily on incredibly experienced Warrant Officers— serious miracle workers— and a full-time civilian link back to the Patriot weapons manufacturer. Even then, we had some downtime on a system while waiting for parts to ship. When we lost some of the more experienced soldiers who just knew the system’s nuances, we experienced more downtime. These same challenges are magnified as Ukraine uses the Patriot system. For everyone on the ground losing sleep and working around the clock to sustain the systems, get them up and running at any cost, and get back in the fight, my heart genuinely is with you. For the companies looking to get into the fight— for the VCs looking to help companies get into the fight— think through operations, maintenance, sustainment, all in austere conditions with lives on the line, to deliver something THAT WORKS. #nationaldefense #executionmatters #onward

So discusses Matthew Ross, a former F-15E instructor pilot, in highlighting that individual readiness determines the outcome of combat, in his excellent commentary in War on the Rocks. While USAF and other air forces may not currently measure pilot readiness - it is now achievable through data, analytics, and machine learning (Ocean Software). Identifying capability gaps at an individual level; being able to address training inefficiencies; forecasting readiness levels; improving training effectiveness through individual learning plans; and mitigating safety risks by anticipating events - these are some of the benefits that data-driven analytics and insights are able to offer.
